WAYNE COUNTY JOB DESCRIPTION for
TAX DEPARTMENT

GENERAL WORK FUNCTIONS

Under general supervision, performs responsible clerical and public contact work in the County
Tax Collection Department. Work involves providing general information to the public on tax laws
and policies, assisting in maintaining accurate records of motor vehicles by examining State
Department of Motor Vehicle records, issuing a variety of permits, and performing general clerical
duties within the Tax Collection Department. Employee is responsible for considerable data entry
work in recording payment information and other data in computerized files. Duties assigned to
employees in the position may vary slightly according to the specific needs of the office and/or
allocation of workload. Reports to the Tax Collector.

SPECIFIC DUTIES AND RESPONSIBILITIES

Processes tax refunds and releases, verifies information with individual taxpayers, as
necessary.

Answers telephone, and greets visitors; assists taxpayers, receiving inquiries and providing
information based on knowledge of County tax laws and procedures, or referring inquiries
to appropriate personnel.

Processing mail and lockbox payments.
Issue garnishment of wages and bank attachments. Research accounts with missing social

security numbers.
Issues business licenses and beer and wine licenses after verifying accuracy of necessary

documentation.
Collects drainage assessment payments.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of the North Carolina Machinery Act and County tax policies
affecting listing, assessment, collection and billing of real and personal property taxes.

Considerable knowledge of the policies, procedures and forms associated with tax refund
and release processes.

General knowledge of modern office practices and of common forms and machines used in
the preparation and storage of tax and office records.

General knowledge of the principles and practices of bookkeeping and accounting.
Working knowledge of procedures, laws, maps, forms and records used in real estate

transfers and their relationship to other tax needs and functions.
Ability to use common office machines, including popular and specialized computer-driven

word processing, spreadsheet and file maintenance programs.
Ability to perform routine maintenance on copiers and microfilm printers.
Ability to compute figures accurately and rapidly.
Ability to type accurately at a moderate rate of speed.

Ability to exercise independent judgment in applying standards to a variety of work
situations.

Ability to deal tactfully and courteously with the general public in explaining tax laws and
policies.

ADDITIONAL JOB FUNCTIONS

Performs routine clerical duties such as directing customers and answering telephones,
typing and filing.

Prepare mobile home moving permits.
Receive drainage assessment payments in absence of assigned employee.
Provides backup in other areas of tax collection.
Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

Graduation from high school and some related experience; or any equivalent combination
of training and experience which provides the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS

Attend Fundamentals of Property Tax Collection sponsored by the N.C. Tax Collectors’
Association within 3 years of hire date. Must achieve a passing score of 70 or higher to
show successful completion of the course.

Display positive interest in learning about and applying new techniques and developments
in your professional area.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of automated office
machines including computers, telephones, calculators, copiers, facsimile machines, etc. Must be
physically able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force
frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise
move objects. Sedentary work involves sitting most of the time, but may involve walking or
standing for brief periods of time.
Data Conception: Requires the ability to compare and or judge the readily observable functional,
structural, or composite characteristics (whether similar to or divergent from obvious standards) of
data, people, or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or
exchange information. Includes receiving instructions, assignments or directions from superiors.

Language Ability: Requires the ability to read a variety of correspondence, report, forms,
statements, etc. Requires the ability to prepare a variety of correspondence, reports, forms,
statements, etc., using prescribed formats. Requires the ability to speak to people with poise, voice
control and confidence.
Intelligence: Requires the ability to apply principles of logical or scientific thinking to define
problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety
of technical instructions in mathematical or diagrammatic form; deal with several abstract and
concrete variables.
Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and
written instructions.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; adding and subtracting
totals; multiplying and dividing; calculating percentages and decimals; and computing discount
and interest.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes in using automated office
equipment.
Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control
knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond receiving
instructions. Must be adaptable to performing under stress when confronted with persons acting
under stress.
Physical Communication: Requires the ability to talk and/or hear (talking - expressing or
exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.) Must
be able to communicate via telephone.
