Note: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.
Note: This position is an overage. Funding for this position will be re-evaluated on a fiscal year basis.
JOB SUMMARY
This position is located in the Talent Acquisition, Management and Development Division of the Human Resources Department with the City of Oklahoma City and is under the direction of a Talent Acquisition Specialist or division manager. The Talent Acquisition Technician is an entry level professional classification requiring skill in verbal and written communication, knowledge of human resources administration, and knowledge related to Talent Acquisition practices prior to assuming the position. Essential job functions include: providing administrative support to the Talent Acquisition Program; preparing for and participating in recruitment events; handling the full-cycle employment process for temporary, part-time, and seasonal positions; preparing vacancy announcements and employment advertisements including internal and external distribution; using standardized screening techniques to assess the qualifications of applicants; proctoring competitive selection processes; preparing conditional offers of employment; initiating and processing background investigations/verifications in compliance with human resources policies and procedures; initiating onboarding processes; closing out competitive selection files and organizing, imaging, quality checking, indexing, storing, and disposing of records involved in the City's employment process; performing research and analyses on a variety of human resources matters; and compiling, analyzing, and reporting data accurately.
Other duties include, but are not limited to purchasing goods and services for the Talent Acquisition, Management and Development Division, reconciling invoices, and processing for payment; creating and revising performance evaluation forms based on job description revisions; completing annual U.S. Drug and Alcohol Clearinghouse queries for positions requiring commercial driver licensure; obtaining motor vehicle reports for positions requiring commercial/non-commercial driver licensure; responding to a variety of internal and external information requests; entering Leading for Results (LFR) data on a monthly, quarterly, and yearly basis; and compiling and distributing various types of reports.
A Talent Acquisition Technician has frequent contact with employees at all levels of the City organization, external applicants, residents and members of the general public, union officials, other municipalities, etc., to exchange information and must use tact in order to attain understanding and cooperation. Work is primarily performed independently with unusual problems or concerns discussed with the supervisor. Assignments are received in verbal and written form and work is reviewed upon completion or in progress for soundness of judgment and general effectiveness.
VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

WORKING CONDITIONS
  • Primarily indoors in climate-controlled environment.
  • Subject to frequent interruptions.
  • Occasionally required to work beyond normal scheduled work week.
  • Occasional local travel; occasional out-of-town travel for training seminars or conferences.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
PHYSICAL REQUIREMENTS
  • Manual and finger dexterity enough to operate equipment such as a computer, keyboard, etc.
  • Near vision enough to read, write, create and review written communications, spreadsheets, reports, etc., both manually and machine-generated.
  • Speech and hearing enough to communicate clearly and distinctly in person and by telephone.
