Job Summary:
Performs highly complex (senior-level) legal work. Work involves overseeing and planning legal activities, preparing legal documents, participating in hearings, interpreting laws and regulations, and rendering legal advice and counsel. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
No outside professional practice is allowed by any agency employee without prior approval.
Job Duties:
Organizes and coordinates legal and administrative activities.
Coordinates and advises on the preparation of legal opinions, briefs, and proposals.
Coordinates and advises on administrative, regulatory, evidentiary and enforcement hearings.
Coordinates and advises staff and the public on legal matters and on the interpretation and application of agency regulations and state and federal laws.
Coordinates case preparation for hearings and represents the agency in matters before the State Office of Administrative Hearings.
Enforces agency regulatory provisions and prosecutes violations.
Applies legal principles and practices relating to the licensing and regulation of entities and individuals.
Experience using office productivity software such as Microsoft Office to create documents, spreadsheets, meetings and manage email.
Experience working on a Microsoft Windows based computer in a networked environment.
Experience with basic operation of web browsers such as navigation and searching.
May train others. Performs related work as assigned.
Minimum Qualifications:
Graduation from an accredited law school with a J.D. or L.L.B. degree
Four (4) years of experience in law practice, either private or governmental
Licensed by the State Bar of Texas, in good standing
Preferred Qualifications:
Experience in representing state agencies before the State Office of Administrative Hearings
Experience working with and interpreting federal and state laws and regulations pertaining to commercial and residential real estate.
Experience in regulatory compliance as it relates to real estate.
Knowledge, Skills, and Abilities:
Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations.
Skill in legal research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.
Ability to plan and organize work, to conduct and advise on hearings, to prepare opinions and briefs, to prepare cases for hearing, to interpret and apply laws, to communicate effectively, and to supervise the work of others.
Environmental & Physical Conditions:
Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
