Summary:

Island Creek Associates, a professional services firm, is currently seeking Systems Engineers to provide Systems Engineering and Technical Assistance (SETA) support to the U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO-STRI), Project Manager Synthetic Environment (PM SE) at Orlando, Florida.


 ANY CANDIDATES SELECTED WILL BE OFFERED CONTINGENT EMPLOYMENT PENDING AWARD OF CONTRACT.


Duties/Responsibilities:

  • Perform fundamental Systems Engineering lifecycle processes and practices.
  • Install configure and troubleshoot in Windows, Linux and mobile platform-based environments.
  • Support system requirements and specification development.
  • Provide day-to-day development and operational support for systems components (application, server, storage or network infrastructures), processes and documentation.
  • Build, patch, test (check for compatibility issues, conduct quality assurance) and deploy integrated systems and platforms meeting customer needs and specifications.
  • Assist with research, identify, design and implement changes to systems with the goal of enhancing performance, usability, quality and reducing cost.
  • Assist with configuration management, data administration and migration and disaster recovery operations.
  • Assist with software and operating system upgrades and track system licensing.
  • Assist with configuring security settings and supporting cybersecurity activities to achieve information assurance accreditation.
  • Provide technical support (help desk) to users by troubleshooting problems related to systems, network or platform performance.
  • Document user manuals, test procedures and troubleshooting procedures related to systems/networks software and hardware.
  • Apply current and evolving engineering technologies and tools.
  • Analyze statistical and performance data that is helpful to perform market surveys, risk analysis, trade-off studies, baseline cost estimates and reliability, availability, maintainability (RAM) analysis needed to support the material acquisition decision making process.
  • Coordinate engineering, procurement, program control, configuration, test, manufacturing, and integrated logistics support.
  • Execute complex, multi-faceted engineering projects within established financial and time constraints.
  • Provide technical advice on the conceptual design of simulations, simulators, training, and instrumentation systems required to support complex military equipment or systems.
  • Conduct requirements elicitation, analysis and modeling in a Model-Based Systems Engineering Tool such as DOORS, MagicDraw and JIRA.
  • Study and understand all current and upcoming system requirements, including both fine-level details and overarching strategic goals, and communicate this information effectively to staff members, managers and executives.
  • Lead development and implementation of new technologies within a large systems environment by advising on design concepts and changes, implementation strategies and deployment timelines.
  • Coordinate with specialty engineers, software developers and systems analysts to design effective solutions that meet requirements for functionality and integration with existing components.
  • Manage development, testing and deployment of software and other computer systems technologies to ensure compliance with operational requirements for security, performance, reliability and scalability.
  • Research existing and emerging hardware and software technologies to determine capabilities and cost-benefits relationship, and develop ongoing computer systems solutions that meet performance and budgetary requirements.
  • Oversee database administrators, network designers and lower-level IT personnel to facilitate well-organized and efficient planning and implementation of computer systems.
  • Create thorough documentation records of design specifications and instructional manuals as necessary to enable all computer systems stakeholders and end users to interact correctly and effectively with hardware and software systems.
  • Apply Department of Defense (DOD) material acquisition processes to support the acquisition of simulations, simulators, training, and instrumentation systems.

Desired Skills/Abilities:

  • Knowledge and expertise in all areas associated with the development and integration of state-of-the-art engineering concepts within modeling and simulation and training systems.
  • Knowledge of computer networks and networking infrastructure layers.
  • Knowledge of test engineering and management techniques including Test and Evaluation Master Plan (TEMP) development and coordination through the Test Integration Working Group (TIWG) process.
  • Knowledge in application of current communication systems technology as related to the design of fiber-optic or radio frequency networks.
  • Knowledge in application of current engineering technology as related to the design of electronic computer-based military equipment.
  • Knowledge in application of current Synthetic Natural Environment (SNE) technology as related to the design of electronic computer-based simulation or training systems equipment.
  • Knowledge in application of current visual systems technology including terrain databases, image generators and display systems as related to the design of electronic computer-based simulation or training systems equipment.
  • Expertise in military training systems and general training simulation technology.
  • Knowledge of acquisition, development, fielding and life cycle support of simulations, simulators, training and instrumentation systems.
  • Knowledge of Department of Defense (DOD) material acquisition process, specifically the application of DOD 5000 series of regulations to support the acquisition of electronic, computer based military equipment or simulations, simulators, training systems, and instrumentation projects.
  • Ability to develop and conduct network performance analyses using tools such as OPNET.
  • Ability to evaluate computer technology to meet requirements of scene generation with respect to frame rate, memory and disk space.
  • Expertise in methods of real-time visual scene generation which supports un-programmed motion of the viewpoint throughout a complex and often highly detailed three- dimensional simulated visual/sensor environment.
  • Expertise in the application of real-time display systems including all types of cathode ray tubes, LCD/LED/plasma panel displays, video projection systems, optical viewing devices, projection screens, servo projection systems and helmet mounted displays, and all methods of effectively combining these into visual display systems suitable for training.
  • In depth knowledge of Geographic Information Systems and the use of mapping, charting, geodesy, and imagery (MCG&I) source data.
  • In depth knowledge of terrain database modeling systems and terrain database formats, atmospheric/ocean model representations, and environmental/weather effects models for visual/sensor simulation.
  • In-depth knowledge of the discipline of electronic engineering, radio frequency engineering, propagation, electromagnetic interference and compatibility and frequency management techniques.
  • Knowledge of fiber-optic and radio frequency telecommunications network design, which include network operating systems, software and hardware integration, testing and infrastructure planning/installation and maintenance.
  • Knowledge of software management techniques to include software requirements analysis and design methodologies, software metrics, software reuse, software documentation, independent verification and validation (IV&V) criteria, and post deployment software support (PDSS) criteria.
  • Knowledge of policies, programs, organizations, functions, resources, and legislation affecting the program(s) systems and the organizations studied or served, and related customers, functions, resources, and users.


Required Education:

MS degree in Engineering or other relevant technical discipline with a specialty in Military Modeling and Simulation.

ALLOWABLE SUBSTITUTION:  BS degree in Engineering or other relevant technical discipline with a specialty in Military Modeling and Simulation and an additional two (2) years of experience.


Required Experience:

Ten (10) years of experience or more in computer-based Systems Engineering.


Preferred:

Software Programming experience.

Systems Engineering certifications.

Familiarity with Microsoft Project.

Previous work history with any of the Training and Instrumentation systems under the PEO STRI umbrella.


Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday normally performed between 7:30am – 4:15 PM.  Work after hours or on weekend is occasionally required.


Travel:

Travel 25-30% of the time is expected for this position. 


Work Environment:

This job operates in a professional office environment.


Supervisory Responsibilities:

This position does have supervisory responsibilities.


Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level.  Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
