Job Description
JRAD is seeking candidates for an immediate fill Systems Engineer position supporting the Joint Project Manager for CBRN Sensors (JPM CBRN S). This is an off-site/remote position with occasional travel to the National Capitol Region and various test sites required.
Roles/Responsibilities:
- Facilitate the conduct of Systems Engineering technical processes, per the Defense Acquisition Guidebook (DAG), including requirements analysis and flow down, associated development of and updates to Performance Specifications (PSpecs) and architectures, design reviews, and assessment of vendor allocated baselines.
- Facilitate the conduct of Systems Engineering technical management processes, per the DAG, including conducting Systems Engineering trade studies, supply chain risk management reviews, maintaining traceability of requirements using Requirements Traceability & Verification Matrices, providing value-added recommendations for the program technical strategy and incorporating them into the System Engineering Plan (SEP), and tracking technical progress using the Microsoft Project-based Integrated Master Schedule (IMS).
- Review analytical methods for completeness and level of effort required, making recommendations in information papers.
- Serve as the subject matter expert (SME) for various integrated product teams (IPTs) and Configuration Control Boards (CCBs), lead the Systems Engineering Working-level IPT, and provide analyses and recommendations pertaining to cost, schedule, and performance.
- Review and evaluate data generated from testing and external organizations data analyses.
- Prepare and/or review test plans for component-level performance testing.
- Review and provide comments on high-level documents (e.g., requirements documents, Concept of Operations (CONOPS), Standard Operating Procedures (SOPs), test plans, Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Engineering Change Proposals (ECPs), Configuration Management Plans (CMPs), etc.)
- Draft briefings for command-level reviews to discuss technical alternatives.
- Function as the primary point of contact for Systems Engineering for the AVCAD Team and provide risk and engineering analysis.
- Manage, develop, and provide comments on program documents (e.g., requirements documents, Test and Evaluation Master Plans (TEMPs), (SEPs), Concept of Operations (CONOPS), Standard Operating Procedures (SOPs), test plans, Program Protection Plans (PPPs), Programmatic Environmental, Safety, and Occupational Health Evaluation (PESHEs), Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Engineering Change Proposals (ECPs), Information Support Plans (ISPs), Cyber Security Annexes, etc.).
- Review the translation of program requirements into language for a PSpec, Statement of Work (SOW), and associated Contract Data Requirements Lists (CDRLs) for material solution solicitation and provide comments as necessary.
- Provide program and strategic planning necessary for major milestone acquisition programs, including development of sustainment strategies and project plans.
- Coordinate and conduct analyses and assessments, collecting and providing input to physical programs’ Needs and Priorities Capability Gap Assessments.
- Support logistics events such as, but not limited to: Technical Manual validation and verifications; Logistic demonstrations; and provisioning conferences.
Required Skills and Education:
- Standard Requirement: The contractor shall possess a Master’s degree in Engineering, and ten (10) years of General Experience and six (6) years of Relevant Experience
- Tradeoff Requirement: The contractor shall possess a Bachelor’s degree in Engineering, and twelve (12) years of General Experience and eight (8) years of Relevant Experience
- Prior experience in the review of, policies, plans, and procedures for Systems Engineering, configuration management, testing, and performance evaluation

- Active Secret clearance required
