GENERAL SUMMARY:
Provides support for all virtual and physical networks, storage, desktop, and server computer systems; researches, evaluates, recommends, and implements new hardware and software technologies to ensure that TARC’s infrastructure meets its business requirements; and acts in a senior technical role and as a consultant to other positions within the Information Technology Department. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC’s mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Performs a diverse range of professional, analytical duties in the design, engineering, enhancement, operation, and maintenance of information technology (IT) networks and related systems, including network hardware and related applications.
- Manages, plans, determines requirements, designs, builds, tests, implements, maintains, supports, and enhances TARC’s complex IT enterprise infrastructure network.
- Participates in the configuration, implementation, and troubleshooting of network components and security software; coordinates/collaborates with other IT staff in the integration of network projects with other systems.
- Troubleshoots and resolves help desk tickets by assisting customers with technical issues involving desktop computers, laptops, and mobile phones as well as their related applications and technology.
- Determines network needs and develops plans and proposals to meet the needs of customers; develops and implements comprehensive test plans to ensure that network components are tested and debugged.
- Collaborates with other IT staff to ensure issues are resolved in a timely and effective manner.
- Provides technology instruction and training to end users as needed.
- Determines and gives directions to staff for proper installation parameters for software/hardware for smooth integration, transition, and efficiency; provides training to IT staff on new technology and system designs.

MINIMUM EDUCATION AND EXPERIENCE:
- Bachelor's degree from an accredited four-year college or university with major coursework in information technology, information systems, or a closely related field;
- Three (3) years of professional-level experience with virtual servers and desktops, terminal servers, word processing, spreadsheets, databases, presentation software, web development software, Internet, or server applications.
Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

- Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation.
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of information technology goals; recognize network problems, develop recommendations and solutions, and manage corrections; resolve problems quickly, effectively, and systematically.
- Understand enterprise infrastructure security systems and issues.

- Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
WORKING CONDITIONS:
Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
