THIS RECRUITMENT IS A COUNTYWIDE PROMOTION. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR HIRE COUNTY OF MARIN EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION. YOU MUST ALSO HAVE PASSED THE FIRST HALF OF YOUR INITIAL COUNTY PROBATIONARY PERIOD.


The Support Service Worker II (SuSWII) in the Public Assistance Employment and Training Branch Supplemental Security Income (SSI) Advocacy Team assists disabled clients who have a physical and/or mental health condition(s) expected to last 12 months or more that prevents the client from engaging in substantial, gainful employment. The SuSWII assist disabled clients through the process of applying for SSI or Social Security Disability (SSDI) and/or the appeal process, with the goal of obtaining an SSI/SSDI approval for benefits.

This SuSWII is responsible for assessing clients' eligibility for programs based on age, disability, and other program criteria, accurately complete forms with high attention to detail, to read and understand multi-part application questions and appropriately assess when more information is needed, to organize information and documents in format specified by agency, and to write narrative summaries related to client's functioning, impairments, and physical and mental health conditions.

The SuSWII supports the client with the gathering of required information and data needed to support a successful SSI/SSDI application. Obtaining material that includes employment and medical records, from outside agencies, and other sources.

The SuSWII must use appropriate computer systems to gather information, enter and retrieve data, complete, and process a variety of forms, write narratives, correspondence, and reports, and maintain and update client records.

The SuSWII is responsible for effectively discharging their work with clients and maintaining case records in compliance with applicable federal, state, and local regulations. The SuSWII may also provide program presentations to other County Departments and Community-Based Organizations.


This fixed term position is initially funded up to June 30th, 2025. Please note, this position may end prior to June 30th, 2025 if funding ceases or the work is complete. In addition, these positions may continue after June 30th, 2025 if funding is renewed or extended. Per PMR 48.2, fixed term employees are not subject to Reduction in Force rights at the completion of the term.


HYBRID WORK SCHEDULE:

Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The ideal candidate will have worked successfully with clients with multiple challenges such as homelessness, limited work skills and history, physical disabilities, mental health, domestic violence, substance abuse and cultural difference and adaptation.

The ideal candidate will be welcoming and adept at establishing and maintaining rapport with a diverse client population, possess excellent judgement, decision-making skills, and the ability to be resourceful to generate options and resolve problems that arise. The candidate will be comfortable using computer databases and applications and approaching their work in an organized, methodical way guided by policy and procedure.

Our highly qualified candidate will have familiarity with effective approaches to case management, interview techniques and facilitation. The position also requires knowledge of effective time management and organizational techniques. In addition, the successful candidate will exhibit strong initiative as well as be a proven team player, have sophisticated communication skills and a genuine commitment to public service.

We recognize your time is valuable, so please note that you must have at least the following required Minimum Qualifications in order to be considered for this position:

Three years of experience in a health, social service or community organization that demonstrates possession of the stated knowledge and abilities plus successful completion of twelve (12) semester units of education in health science, behavioral science and/or social welfare from a recognized college or equivalent. One additional year of experience may substitute for the educational requirement. College-level education in a field as listed above may be substituted for the experience on a year-for-year basis to a maximum of two years.

If assigned as a medical assistant in a clinic or public health setting, one year of experience must have included medical assistant duties under the direction of a licensed physician at a level equivalent to the County's class of Support Services Worker I. California licensure as a Licensed Vocational Nurse (LVN) may substitute for the medical assistant experience.

If assigned to the CAL/LEAP component of the Employment and Training Program, one year of experience must have included either assisting with the provision of services in a job training or employment setting or in the coaching or training of adults in an academic or Social Services program.

TESTING AND ELIGIBLE LIST:

Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list.
The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active. Eligible lists remain active for a minimum of one year.

SPECIAL REQUIREMENTS:

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

DISASTER SERVICE WORKERS:

All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
