You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties
The Supervisory Registered Respiratory Therapist (RRT) is responsible for providing basic and advanced respiratory care services to patients in the VA/DoD Joint Venture (JV) Hospital and Clinics and at the Alaska VA Healthcare Services Mary Louis Rasmusson Clinic, Anchorage AK. Services are provided on the inpatient units, in the Cardio/Pulmonary Clinic and the Home O2 Program in VA Muldoon. The incumbent is Supervisor of the Respiratory Program and has the responsibility for supervising staff members in the 673rd Medical Group, Joint Base Elmendorf-Richardson, whose work involves providing respiratory and related care to VA Veterans and DoD beneficiaries to include ICU, Home Oxygen Clinic, Sleep Disorders Clinic/Lab, CPAP Clinic. The position has influence on the blending of two unlike organizational cultures because the work requires utilization of both VA and Air Force guidelines, processes, and methods. Additionally, the Supervisor of the Respiratory Program is responsible for staff education and responds to referrals from community out-based clinics aligned under AVAHS.
Functions or Scope of Assigned Duties:
  • Supervisory RRT assignment is designated as the Chief managing the complexity level 3 facility providing supervision and clinical oversight of the VA Respiratory Therapists and Registered Polysomnographer Sleep Technologist's (RPSGT) located at the Elmendorf joint venture hospital and the Anchorage VA clinic.
  • Responsible for department policies, Standard Operating Procedures (SOP), Operating Instructions (IO's), objectives, and quality assurance programs are up to date and maintain current standards of practice.
  • Assuring employees computer training (VA and DoD), and clinical competencies are up to date providing essential orientation and education.
  • Ensure compliance with regulatory requirements (Centers for Medicare & Medicaid Services, Joint Commission, Core Measures).
  • Provide supervision and clinical supervision and oversight of the VA home oxygen program committee (HOPC) in concurrence with the home oxygen physician coordinating between the VA home oxygen Vendor, The VA contract officer representative (COR), the home oxygen coordinator (HOC), VA and Non-VA providers and team, and at times with Veteran's.
  • Responsible for completion of home oxygen: HOPC quarterly meetings and minutes creation in coordination with the COR. Oxygen Safety provision, Veteran's chart reviews of the vendor's EHR, 25 annually. Home visit checklist completion with Veteran's 5 per quarter, 20 per year.
  • Reporting home oxygen issues and Quality Assurance Surveillance Plan (QASP) to the VA Executive Leadership Board (ELB), and Healthcare Delivery Council (HDC).
  • Assuring employees maintain Licensure.
  • Assuring employees BLS-RQI and ACLS currency.
  • Assuring VA PIV card & DoD CAC cards are current.
  • Coordinating with other departments to synergistically benefit VA and DoD Mission goals.
  • Responsible for Department equipment and supplies.
  • Coordinate and negotiate resolutions to complex problems.
  • Manage scheduling, time keeping, and approvals.
  • Manage evaluation ratings identifying opportunities for performance improvement recommendations and disciplinary actions, when appropriate.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.
  • Licensure: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
  • Credential: Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
    • Loss of Licensure, Certification or Credentials: An employee in this occupation, who fails to maintain the required certifications, RRT credential or license must be removed from the occupation, which may also result in the termination of employment. Once credentialed, licensed or certified, RTs/RRTs must maintain a full, valid and unrestricted license, credential and certification to practice respiratory care.
  • English Language Proficiency: RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).

Grade Determinations:
Supervisory Registered Respiratory Therapist, GS-13
Experience, Licensure, and Credential:Candidates must:
  1. Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level.
  2. Hold an active license and RRT credential.

Demonstrated Knowledge, Skills and Abilities: In addition to the requirements above, candidates must demonstrate all the following KSAs:
  1. Ability to assist in establishing a completely integrated patient care program.
  2. Ability to organize work, delegate tasks, evaluate performance, manage fiscal matters and meet multiple deadlines.
  3. Ability to supervise and manage subordinate employees.
  4. Skill in interpersonal relationships including conflict resolution.
  5. Ability to establish and monitor standards and priorities for production and patient care.
  6. Skill in recommending improvements to operations based on evaluation of data.

Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and must be performed by the incumbent at least 25% of the time. This Supervisory RRT assignment is designated as the Chief. They manage complexity level 3 facilities whose work involves providing respiratory and related care in the facility or at multiple sites. These facilities may offer specialty care and services and may be affiliated with academic institutions. Supervisory RRTs at this grade in this assignment manage and supervise all aspects of respiratory care including clinical practice, program management, education, human resources management and supervision of the service. They manage staff members, assess the needs of patients and delegate tasks appropriately. They advise leadership on policy implications, key issues and relationships to both internal and external interest groups and recommend courses of action. They maintain interdepartmental relations with other services to accomplish medical center goals. They coordinate and negotiate resolutions to complex problems. They participate in the audit of respiratory care, identify opportunities for performance improvement and recommends changes where indicated. Supervisory RRTs maintain established departmental policies and procedures, objectives and quality assurance programs. They participate, identify and develop opportunities for performance improvement. They ensure compliance with regulatory requirements (Centers for Medicare & Medicaid Services, Joint Commission, Core Measures). They participate in respiratory teaching and training. They assess and evaluate staff qualifications and competency upon employment and on an ongoing basis. They recommendation appointments, advancements and disciplinary actions, when appropriate. They represent the department at interdisciplinary meetings and on facility level committees and represent the facility to VISN-level leadership.
Preferred Experience: Leadership ability, greater than 5 years as RRT, critical care experience, and computer skills highly desirable.

The full performance level of this vacancy is GS-13.
Physical Requirements: This works requires heavy lifting (45lbs and over), moderate lifting (15-44lbs), heavy carrying, moderate carrying, straight pulling, pulling hand over hand, pushing, use of fingers, both hands required, walking, standing, kneeling, repeated bending, both legs required, ability for rapid mental and muscular coordination simultaneously, see computer/ventilator screen, ability to distinguish basic colors, ability to distinguish shades of colors, and hearing (aid may be permitted). Environmental factors are working in excessive cold, dry atmospheric conditions, silica, asbestos, etc., slippery or uneven walking surfaces, working closely with others, working alone, protracted or irregular hours of work, exposure to bodily fluids, and exposure to infectious diseases.
