Job description

This position is located in the Health Administration Service (HAS) at the Hampton VA Healthcare System (HVAHCS), Hampton, VA. This "Business Manager" position is being established and aligned under the Office of the Chief, HAS, and will be responsible for assisting the Medical Administration Officer (Assistant Chief) in analyzing and evaluating major administrative aspects of substantive, mission-oriented programs while providing significant input into mission planning and improving outcomes.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Enrollment, Eligibility, Means Testing, Health Benefits Package, Co-payments; Thorough knowledge of applicable laws, rules, and regulations regarding health care benefits; Mastery of a wide range of qualitative and/or quantitative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of ambulatory care health program; Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; Skill to plan organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; Broad knowledge of overall Federal government policies, regulations and trends in the areas of personnel, budgeting and management systems, as well as an understanding of the public and private sector trends in health care; Extensive knowledge of clinic access issues, performance measures, Clinic Access methodologies, national directives related to scheduling and outpatient workload; Thorough knowledge of Joint Commission standards and scoring guidelines; Detailed knowledge of how the total health care delivery system works, funding methodologies, functions of various services of the medical center and how they interact and the administrative requirements of other services such as Fiscal, Human Resources Management, Primary Care, Medical, Surgical, and Mental Health Services; Knowledge and skills in applying medical terminology as it relates to Health Administration Service practices and procedures for encounters coding, workload capture, data verification and reporting at high-level review meetings; Knowledge and skills in applying analytical and evaluative techniques as it relates to Health Administration Service practices and procedures, filing systems, and storage of files and records; Knowledge of general principles of management, and of the practices, techniques, and objectives of supervision; Knowledge of patient confidentially laws, such as, Privacy Act of 1974, FOIA, and HIPAA; Knowledge and applications of various multi-level platforms regarding hospital computer systems as it relates to patient processing; Knowledge of personnel management, supply procedures, budgetary requirements, and other fiscal procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. There may be occasions where the incumbent may be required to push, pull, lift items that are 10 pounds or less. Some walking, bending, climbing, and carrying light items such as instructional materials, books, and manuals are required to attend meetings and perform daily tasks and assignments. The incumbent will be required some meetings virtually which will require long periods of staring at a computer screen at close range.
