You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (APPLICATIONS SOFTWARE) in the DEPT OF NAVY COMMANDER FLEET READINESS CENTERS DIGITAL GROUP of COMFLTREADCEN.Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, problem solving, 5+ years hands-on software development experience in Java, building and maintaining developer knowledge, skills, and experience.
Specialized experience must demonstrate the following:
- Manages programs, evaluates, and coaches/mentors, monitor progress and evaluate outcomes to improve organizational efficiency and effectiveness.
- Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
- Design, documentation, development, modification, testing, installation, implementation, and support of new or existing application software. Develop software solutions which provide integrated information management and INFORMATION TECHNOLOGY capabilities to meet specified warfighter and business requirements.
- Provide functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities.
- Mentoring the Agile Teams to isolate impediments and risks, evaluate impact of priority of the risks and impediments and take corrective action to include briefing management and upper management in a concise and understandable manner while presenting alternative solution options and recommendations
- Conducts environmental scans to identify, evaluate, and recommend IT tools for consideration that improve the quality, effectiveness, and agility of the IT/IM Department to meet their objectives.
- Experience with widely successful Agile techniques: User Stories, BDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing
- Hands-on Experience with continuous integration and building CI/CD pipelines (Jenkins, Bamboo, Team)
- Hands-on software development experience in Java, Spring, Hibernate, JPA, and/or modern Java frameworks
- Experience mentoring other junior developers
- Hands-on Experience writing and maintaining technical documentation such us: Deployment diagrams, Architecture design diagram, Installation plan, Database Design diagrams, topology diagrams.
- Hands-on Experience with Version control using GIT, GitLab, GitHub, Bitbucket
- Hands-on Experience in software development techniques such as: User Stories, BDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing
- Knowledge of and experience with Agile approaches, terminology and Tools: Scrum, Kanban, Atlassian Tool Suite, SonarQube, Sprints, velocity, story points etc.
