Summary
As a Supervisory FCA Examiner you will be responsible for supervising a staff of assigned associate examiners, and potentially commissioned examiners as well as act as primary trainer of the associate examiners completing examination work and meeting with institution personnel. This is position is located in the Office of Examination, Staff Development Division.

Duties
Under the direction of the Director, Staff Development Division, supervises a staff of associate and commissioned examiners. Specific duties includes:
  • Performing supervisory duties such as performance appraisal and feedback; approval authority for certain administrative functions; and formal and on-the-job training, coaching, and counseling staff.
  • Providing guidance to subordinates and ensuring appropriate feedback is provided to Summer Interns and Associate Examiners.
  • Participating in examinations of assigned institutions as well as act as examiner-in-charge, as needed.
  • Drafting and reviewing written oversight plans that set the timing, overall scope, and resource requirements that direct a set of oversight and examination activities and implement OE's supervisory strategies as well as ensure the proper training of intern and associate examiners.
  • Working with other FCA units and System institutions to carry out the responsibilities of OE and support the accomplishments of the FCA's mission and strategic goals.

Qualifications
You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service. Specialized experience is defined as experience conducting examinations and advising on examination activities of Farm Credit System (FCS) financial institution governance, operations, and performance.
You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is defined as experience providing oversight and coordination of examinations and making recommendations on actions from examination activities of Farm Credit System (FCS) financial institution governance, operations, and performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
There is no substitution of education for experience at the VH-39 and VH-40 band level.
