The ideal candidate for this position will have experience in environmental or historic preservation (EHP) topics with extensive experience managing an environmental compliance program, advising senior leaders on EHP matters, and leading a team of other subject matter experts.

What will I do in this position if hired?
In this position, you will serve as the Non-Disaster Grants Reviewer and team lead within the Region 9 Mitigation Division, advising the Regional Environmental Officer, the Mitigation Division Director, and other regional senior leadership on how to avoid or minimize adverse impacts to the environment and comply with environmental planning and historic preservation responsibilities.
Typical assignments include:
  • Ensuring full environmental and historic preservation-related compliance with all applicable laws, regulations, policies, standards, Executive Orders, and FEMA or DHS directives.
  • Conducting program and process reviews of complex and diverse projects and serve as a technical authority on often controversial historic preservation or environmental compliance reviews, including facilitating often unprecedented resolutions with multiple stakeholders.
  • Evaluating program guidance and policy changes and providing expert program advice to Regional senior leadership.
  • Developing, reviewing, and finalizing consultation and agreement documents, standard operating procedures, and tools related to environmental and historic preservation compliance.
  • Evaluating and updating standard operating procedures to improve efficiency of program delivery and integrating with other program areas across the Division and the Region.
  • Ensuring that written products, correspondence, and reports are accurate, timely, and delivered to the appropriate audiences.

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-13 level (starting salary $121,873), you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.
Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Applying solutions that address adverse environmental or historic preservation impacts for projects; and
  • Preparing decision documents for federal actions related to environmental or historic preservation compliance with regulations and orders for (National Environmental Policy Act (NEPA), National Historic Preservation Act, Endangered Species Act, and Environmental Justice; and
  • Coordinating with government agencies, stakeholders, and organizations on Environmental Assessments.
