Summary
This position is organizationally aligned to the Education Service, at the Edward Hines Jr. VA Hospital (578), Hines, IL - a complexity level 1a VHA facility. The primary purpose of this position is to function as the Hospital Education Manager and to independently direct assigned services, committees and teams in the development, coordination, implementation and evaluation of individual education and training occurrences and overall education and training programs.

Duties
  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
  • Initiates action to correct performance or conduct problems
  • Approves leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates
  • Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
  • Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
  • Responsible for developing, implementing, refining and maintaining a comprehensive education and training program for all levels of employees which meets all applicable standards, including those of the Veterans Health Administration and Joint Commission on Accreditation of Medical Facilities.
  • Designs, plans and coordinates the training, teaches or provides the training, determines manpower and equipment, provides necessary documentation for the presentation and finally, evaluates
    • programs presented for effectiveness.
  • Provides information to various levels of employees on adult education principles, teaching techniques, and program planning, and about the availability of and eligibility for training opportunities.
  • Performs duties invoiced in educational program/project planning, development, coordination, and/or promotion, and may involve the establishment of criteria and conditions for program/ project evaluations. Coordinates educational program/project activities such as meetings, conferences, information gathering, and negotiations, and/ or promotes those programs/projects through participation in agency operational or planning meetings or similar activities, publicizes educational program accomplishments, and solicits support and cooperation necessary to ensure program success.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Masters in the filed of Education and Learning
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Adult learning theory, methods and principles; of higher education prerequisites; and academic requirements; Knowledge of instructional systems design to develop and publish web-based learning materials or on-line tutorials; Comprehensive knowledge of distance learning methods and web-based academics; Comprehensive knowledge of computers, including common, off-the-shelf software, at a level extensive enough to develop and maintain data base systems and of Medical Center's specific computer systems such as VistA and computer-based learning system (i.e., TMS Talent Management System) to document training; and Extensive knowledge of the human resource programs governing Personal Improvement Plans and Personal Development Plans sufficient to guide and make recommendations to supervisors.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Because the incumbent deals frequently with decisions on policy and program matters, meeting program and report deadlines, and situations involving differences of opinion and negotiation, this position has the potential to create a significant degree of stress. Walking, sitting for extended periods of time at a computer terminal, and standing at length while making presentations and teaching are involved in this position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
