Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: supporting and coordinating contract work, identifying and resolving issues through proactive work with the contractor and subject matter experts; assessing the productivity and effectiveness of contracts; serving as Contracting Officer Representative for IT objects and working with teams towards the completion of large and complex projects; working on a technical evaluation team, conducting proposal evaluation (cost/price evaluation and past performance evaluation), using evaluations factors, assessing offerors' ability to perform technical requirements, writing consensus reports; applying and managing quality assurance and control processes for large-scale projects; monitoring and measuring contract performance objectively and quantitatively.
Education: Education cannot be substituted for experience at this grade level.
