Supervisory Biomedical Engineer (Section Chief)

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.Qualifications: Basic Requirements:

Grade Determinations: To qualify for the GS-13 level, Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade. Specialized experience includes, but is not limited to:

• Supporting patient care by applying engineering and managerial skills to healthcare technology;
• Conducting an equipment management program that meets current JCAHO and NFPA requirements;
• Assuring the provision of a continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare;
• Managing a recall and safety alert program for medical devices;
• Advising clinical and administrative staff on medical engineering technology addressing viability, long-term suitability, compatibility, and safety;
• Assisting with capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment;
• Functioning as the subject matter expert in the field of Biomedical Engineering who directly supports specialized clinical technology.

GS-13 Candidates must possess all of the following Knowledge, Skills, and Abilities:

• Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level.
• Ability to draft and/or recommend local policies and/or directives related to healthcare technology management.
• Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
• Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
• Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the Biomedical Engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Preferred experience: Candidate will have clearly defined experience in a healthcare environment (medical clinic, hospital, medical center, or equivalent). Experience should focus on biomedical equipment (networking or troubleshooting), patient safety, and accreditation and regulatory compliance.
Physical Requirements. VA Directive and Handbook 5019.Applicants must be physically able to perform the duties of the position. The basis on which agencies may establish specific medical standards or physical requirements is discussed in 5 CFR 339. A physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position being filled. The physical requirements for the position are: Moderate lifting and carrying 15-44 pounds; Use of fingers; both hands required; walking, standing, crawling, kneeling up to 2 hours a day for each; Depth perception; ability to distinguish basic colors; Hearing aid permitted; good vision with or without glasses. This position requires potentially long periods of continued walking, standing, and sitting, lifting, carrying, pushing, reaching above shoulder, use of fingers, both hands, both legs and repeated bending.
Work Environment: The position may at times involve exposure to a work environment that may include intermittent excessive noise, dust, slippery or uneven walking surfaces, working around moving objects or vehicles. The incumbent may also be exposed to infective patients and contaminated materials and may be required to don protective clothing in isolation situations or operative invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders; Emotional and Mental Stability: The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
