Job description

The Energy Research & Development Division (ERDD) deploys over $300 million annually to advance technology innovation and research supporting the state's clean energy and climate goals, including in the areas of renewable energy supply, building and industrial decarbonization, sustainable transportation, energy storage, energy distribution, resilience and reliability, and Carbon Management.
The Manufacturing & Carbon Management Unit focuses on technology research, development, demonstration, and deployment for decarbonization of industrial processes via process modifications, electrification, or other means, and Carbon Management, including direct air capture of atmospheric carbon, point source capture, and carbon utilization. The Manufacturing & Carbon Management Unit is part of the broader Industry & Carbon Management Branch, which advances energy efficiency, demand flexibility, electrification, and renewable energy and fuels in the industrial and agriculture sectors and at the water-energy nexus, as well as carbon removal technologies and strategies.
Under the general direction of the Branch Manager, a Program and Project Supervisor (Supervisor) in ERDD leads, supervises, and directs a multi-disciplinary team of approximately 5 - 10 staff and oversees a technology development and research investment portfolio. The Supervisor oversees program planning, implementation, and evaluation activities; policy analyses; stakeholder engagement; and reviews of written products and presentations. The Supervisor also serves as a high-level specialist, conducting or overseeing the most challenging technical work. The Supervisor confers with and assists the Branch Manager, Executive Leadership, and Commissioner leadership on issues of relevance to the Supervisor's portfolio. The Supervisor represents and supports the Division and California Energy Commission (CEC) in meetings, briefings, conferences, and workshops, engaging other agencies, the Legislature, companies, research organizations, communities, and other stakeholders; participates in investigations and hearings and testifies as an expert witness in proceedings before the California Public Utilities Commission and courts; and prepares correspondence and reports.

Working Conditions
The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Department Information The CEC was established by the Legislature in 1974 to address energy challenges facing the state. The California Energy Commission seeks a Program and Project Supervisor, PUC in the Energy Research and Development Division, Industry & Carbon Management Branch, Manufacturing & Carbon Management Unit.
