CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF ERIE COUNTY FOR AT LEAST ONE MONTH IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN TEST AND MUST BE LEGAL RESIDENTS OF ERIE COUNTY AT THE TIME OF APPOINTMENT. There is one present vacancy at the Town of Tonawanda (anticipated $85,000 annually). *Salaries vary among municipalities and districts.
Preference may be given to successful candidates who have been residents of the municipality in which the appointment is to be made for one month preceding the date of the certification of the eligible list and who are residents of the municipality at the time of appointment. Non-residents may be required to become a resident of the appointing municipality if local law so states.
Examples of Duties
ASuperintendent of Buildings, Code Enforcement and Inspection manages the Building Department, including, but not limited to the global management of the Town Building Department, including, but not limited to Code Enforcement, inspection {fire, electrical, code, building and plumbing), permit review and processing and fee collection;
Directs and supervises the personnel directly responsible for buildings, inspections, Code Enforcement and permits;
Directs and supervises all departmental operations;
Directs and supervises timely revenue generation and collection and is responsible for accurate revenue collection;
Directs and supervises all required reporting, including but not limited to, financial reporting, illness and industry reporting and any other required compliance reporting;
Directs, supervises and assists with the preparation of any required documentation, including but not limited to documents related to worker benefits, unemployment, claims and workers' compensation matters;
Prepares a strategic business plan if necessary;
Develops, implements and enforces department policy and procedure;
Supports Town business and building initiatives; Implements and enforces Town policy and procedures;
Ensures compliance with all rules, regulations and laws with the support of the Town attorney and the Human Resource Department. Prepares the annual department budget;
Develops, supports and facilitates both in-house and external annual training as required, including, but not limited to those required under federal and state law;
Supervises all bids and the assignment of contracts within the department subject to the applicable federal, state and local codes, rules, regulations and laws;
Supervises the preparation of and maintenance of all departmental records;
Appears on behalf of the Town in any and all administrative and/or legal proceedings as the Town's representative as required, subject to the direction of the Town Board and/or Town Attorney;
Appears at public functions on behalf of the Town as required;
Participates in public forums on behalf of the Town;
Attends conferences, seminars and trade shows as required; Schedules and assigns work to department personnel as necessary;
Directly responsible for the strategic planning regarding projects, improvements, repairs and Inspections; Informs contract negotiations and participates on the negotiating team;
Administers all Town contracts as required, including, but not limited to union contracts;
Does related work as required.
Minimum Qualifications
MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:
A) Possession of a Bachelor's Degree* in Business Administration or a related field with five (5) years of experience** in Code Enforcement, inspection (fire, electrical, code, building and plumbing), permit review and processing and fee collection, and/or building and facilities management***; or:
B) Possession of an Associate's Degree* Bachelor's in Business Administration or a related field with seven (7) years of experience** in Code Enforcement, inspection (fire, electrical, code, building and plumbing), permit review and processing and fee collection, and/or building and facilities management***; or:
C) Graduation from high school with nine (9) years of experience** in Code Enforcement, inspection (fire, electrical, code, building and plumbing), permit review and processing and fee collection, and/or building and facilities management***; or:
D) An equivalent combination of education and experience as defined by the limits of (A) and (B) and (C).
SPECIAL REQUIREMENT: Possession of a valid NY State driver's license.

. *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. 2. **Completion of a Masters' Degree in Business Administration or a related field may be substituted for one year of the required experience.
3. ***Industry experience in in Code Enforcement, inspection (fire, electrical, code, building and plumbing), permit review and processing and fee collection, and/or building and facilities management may be substituted for a portion of the required experience subject to civil service review and assessment of how much substitution is acceptable

Scopes / Subjects of examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas:
Inspection procedures and principles
These questions test for knowledge of the appropriate practices and methods to use when inspecting various types of building facilities and projects; including proper adherence to plans and codes; dealing with residents, owners, and contractors; and Inspection record keeping.
Building construction and rehabilitation
These questions test for knowledge of the various methods and materials used when constructing or renovating various types of Buildings and their components.
Understanding and interpreting building plans and requirements
These questions test for the ability to read, analyze and perform computations based on technical drawings and written technical material related to building facilities and projects. All the information needed to answer the questions will be presented in the written material and/or drawings.
Understanding and interpreting codes and ordinances
These questions test for the ability to read and analyze various codes and requirements. Candidates will be provided with written selections related to code provisions (mainly dealing with zoning, housing and property management issues) and will be asked questions based on those reading passages. All the information needed to answer the questions will be presented in the written selections. Candidates will not be required to have any special knowledge related to the content areas covered in the reading selections.
Administrative supervision
These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
Administrative techniques and practices
These questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern.

Devices with typewriter keyboards, "Spell Checkers", "Personal Digital Assistants", "Address Books", "Language Translators", "Dictionaries", or any similar devices are prohibited. INFORMATION FOR CANDIDATES
HOW TO APPLY: Either online by clicking "Apply" on the top right of the online exam announcement or by printing a paper application from erie.gov, , or if you do not have internet access you may pick up an application form at the Erie County Personnel Department, 95 Franklin Street, Room 604, Buffalo, New York 14202. Forms are also available at Buffalo and Erie County Public Libraries and at Town, Village and School District administrative offices.
Completed forms should then be returned to the Erie County Personnel Department. In addition, candidates must request their colleges to send transcripts to the Erie County Personnel Department or attach transcripts to your application. No applications will be evaluated until all the above information, including transcripts, is received.
MILITARY STATUS: Active duty military personnel may file an application for this exam. A special military make-up examination will be conducted for any member of the armed forces of the United States who has duly filed a timely application but who was deprived of the opportunity to compete in the scheduled exam due to active military duty. Special conditions apply to these requests and may be reviewed at the Erie County Department of Personnel.
VETERANS: Disabled and non-disabled veterans as defined in Section 85, New York State Civil Service Law, will have 10 and 5 points, respectively added to their earned scores if successful in the OPEN examination. You must claim these credits when you file application but you have an option to waive them any time prior to appointment. If you have already used these credits for a permanent position in NYS, you may not claim them again.
In conformance with section 85-a of the Civil Service Law, CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify additional credit eligibility. However, no credit may be added after the eligible list has been established.
SPECIAL ARRANGEMENTS: Applicants whose religious beliefs prevent their taking examinations before sundown on Saturday and physically handicapped candidates who require special examination facilities should so inform the Erie County Department of Personnel, by a separately mailed letter at the earliest possible date before the test.
MORE THAN ONE EXAM ON THE SAME DAY: If you have applied for more than one exam on the same day you MUST make arrangements to take ALL of the examinations at ONE examination test site. If you have applied for both STATE and LOCAL government examinations taking place on the same day, you must take all of your examinations at the STATE examination center. If you have applied for both COUNTY and CITY government examinations taking place on the same day, you must take all of your examinations at the COUNTY examination center. You are responsible to notify EACH Civil Service Agency no later than TWO WEEKS before the examination date on which you are taking multiple examinations by submitting a Cross-Filer form; EACH Civil Service Agency has their own Cross-Filer form. The Erie County Cross-Filer form can be found at https://www3.erie.gov/employment/applications. If you are taking multiple exams on the same date with Erie County only, you do not have to file a Cross-Filer form.
