The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.

All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

Summary
The Substance Abuse Program Coordinator is responsible for monitoring and providing direction for the SUBSTANCE ABUSE treatment programs in penal institutions. This position is governed by state and federal laws and agency/institution policy.
Functions
Provides general direction to staff by developing short and long term organizational goals and objectives, determining the allocation of internal and external resources, advising staff seeking guidance, and overseeing the functions of program activities, to ensure fulfillment of the organization's mission and objectives. Coordinates and oversees SUBSTANCE ABUSE treatment programs by selecting and training inmate peer counselors, providing information to program leaders relative to referral resources and educational programs, and offering recommendations to resolve specific problems. Conducts staff meetings with program leaders to discuss and resolve problems, concerns, issues of policy, security, and to cross feed information. Monitors and reviews case files with program leaders to insure policies and procedures are being followed. Compiles reports from program leaders to prepare program reports for a presentation to the Board of Correction. Holds continuing education training of peer staff in accordance with credentialing standards. Maintains liaison with, and makes presentations to, community support groups and various provider organizations to promote participation in post-release treatment and follow-up programs. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of supervisory practices and procedures. Knowledge of the psycho-social behavior of incarcerated individuals and SUBSTANCE ABUSErs. Knowledge of SUBSTANCE ABUSE counseling methods, techniques, and programs. Knowledge of agency security systems and operations. Ability to provide guidance to SUBSTANCE ABUSE counselors. Ability to plan, organize, and oversee the work of subordinates. Ability to maintain records. Ability to prepare and present oral and written information and reports. Ability to interview, supervise, counsel, and maintain security over inmates.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in social work, sociology, psychology, or a related field; plus two years of experience in community services counseling, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
