MINIMUM QUALIFICATIONS:
Required Degree: Must possess a master's degree in social work or psychology; or in a related behavioral health field (marriage and family therapy, counseling) from an accredited program.
Required Licensure: Must be licensed at the independent practitioner level.
Required Experience: Must have a minimum of 4 years post-graduate professional experience that includes 2000 hours, full time clinical experience with an emphasis in SUBSTANCE ABUSE/addiction services or two years post-graduate professional experience with an emphasis on co-occurring disorders.
Required Certification: Certified SUBSTANCE ABUSE counselor (Alcohol and Drug Counselor II, International Certification & Reciprocity Consortium SUBSTANCE ABUSE counselor certification, or state equivalent) required.
Full professional knowledge of standard and accepted theories, methods, principles, practices, and techniques of clinical supervision, as well as of individual, marital, family, and group counseling. Additionally, the incumbent must possess the knowledge, skills and abilities Diagnostic and Statistical manual of Mental Disorders (DSM-IV-TR) criteria and the American Society of Addiction Medicines Patient Placement Criteria (ASAM-PPC).
Ability to teach therapeutic techniques in prevention and intervention for substance use disorders to assist clients in the recovery process. Ability to review and evaluate a wide range of training aids and materials. Skill and ability to review and analyze clients biopsychosocial history to develop complete and full-length treatment plans. Must be able to properly document interview findings and diagnoses. Ability to assess the needs of the clients, counsel clients in recognition of their substance use and misuse, and recommend techniques and goals during the treatment phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accurate written case documentation involving multiple treatment goals and more complex cases, general correspondence, congressional correspondence, and staff papers.
This position is designated as a Position of Trust, and the incumbent must be suitable for employment and eligible for a background check. The incumbent must obtain and maintain a Secret Clearance to travel and/or complete assigned duties that require access to classified national security information.
Due to the nature of work in this position, the incumbent may serve in an on call duty status outside of normal work hours that includes: remaining in a reasonable call back radius, carrying a cell phone or pager, or regularly checking email to respond to emergencies; remaining in a state of readiness to perform work with limitations on pursuing outside leisure activities, and/or reporting to a designated post of duty to be ready to or to perform work.
NOTE: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations.
