Child Action, Inc. (CAI) is a private, non-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.
We are seeking individuals who are highly organized, have the ability to multi-task, provide excellent customer service, have good problem-solving skills and have the ability to understand the problems and issues facing families from a variety of ethnic and economic communities.
Position Purpose & Scope:
Under the close supervision of the Subsidy Provider Services Supervisor, the Subsidy Provider Services
Specialist is responsible for assisting the Provider Unit - Program Supervisor, checking the work of Subsidy
Provider Services Technicians and conducting enrollments and orientations.
Essential Duties and Responsibilities:
- Reviews, trains and mentors a group of four to five provider technicians
- Assists the Program Supervisor in the maintenance of the Provider Unit
- Reviews and approves enrollments of non-licensed and licensed providers submitted by technicians
- Coordinates provider enrollments and orientations
- Manages a caseload of 250 – 300 providerswhich includes processing rate changes, rate clarifications, address changes, address changes, type of care changes, phone number changes, account number changes, name changes, renewals and all other changes as required.
- Integrate strengths-based strategies into services provided to parents and child care providers
- Deals directly with child care providers on the phone and in person
- Instructs providers on the usage of the Child Action, Inc. Provider Portal
- Shares appropriate handouts for available provider resources
- Communicates with State Licensing, Trustline Registry and the Sacramento County Child Care Processing Unit
- Communicates with Quality Control on payment discrepancies
- Assists Program Supervisors in Provider Unit staff training
- Provides guidance and training to Subsidy Provider Services Technicians in the structure and interpretation of provider rate sheets.
- Maintains information flow to Case Management
- Assigns new enrollment requests
- Coordinates the batch 10 payment list
- Prepares the monthly Worker of the Day calendar
- Provides coverage for the front desk and worker of the day
- Ensures file documents are filed in order
- Enters information into database
- Coordinates new provider orientation
- Schedules orientation session; sets up room
- Uploads required documents into database
- Pulls inactive files for off-site storage
- May provide language translation
- Performs other duties as assigned
Education & Experience:
- AA degree in a field that develops skills related to typical duties; four years of additional professional
- Two (2) years of related internal experience in assigned program area with Child Action, Inc.
- Knowledge of commonly used concepts, practices, and procedures within the field
- Ability to lead, train, and communicate with a small team of technicians
- Ability to communicate effectively with internal and external stakeholders
- Ability to demonstrate intermediate proficiency with Microsoft Office
- Ability to demonstrate intermediate analytical, math, and computer skills
- Ability to demonstrate intermediate verbal and written communication skills and customer service orientation
- Ability to use experience and judgment to plan and accomplish goals
- Ability to maintain confidentiality of information
- Ability to work under limited supervision
- Ability to work effectively with others
- Ability to comply with agency safety and ergonomics policies and practices
- Ability to work additional overtime and weekend hours as required
- Ability to apply common sense understanding to carry out instructions furnished in written or oral form and deal with problems involving a few concrete variables in standardized situations
- Ability to speak effectively to present information and respond to questions from groups of managers, clients, and employees of Child Action, Inc.

- This position requires a high degree of judgment and problem-solving
- Works in an office setting. Work is primarily sedentary, but may also work outdoors at field sites on an incidental basis, and requires light physical effort; may require greater physical effort on an incidental basis
- Possess visual capability and digital dexterity to operate a computer and other standard office equipment
- Make fine visual distinctions upon proofreading written documents and viewing information on a computer screen
- May be subject to various job demands such as high volume of work and tight deadlines.
- This position requires travel. Staff applying for or holding positions will be required to successfully meet Child Action, Inc.’s motor vehicle requirements.
