Overview



Under the general direction of the Public Works Operations Superintendent, this position performs administrative and supervisory work in directing the activities of the City's streets, water distribution, wastewater collection, storm water conveyance, and vehicle maintenance programs. The incumbent exercises considerable independent judgment in the scheduling and development of tasks, working within the established departmental standards and City rules and regulations. Work is reviewed through observation, conferences, complaints resolved, reports, and by results obtained. Performs other work as required.

Examples of Duties

  • Supervises, mentors and trains personnel, establishes priorities, sets performance goals, assigns and schedules work.
  • Supervises personnel at work sites, providing instruction and assisting with more difficult tasks; reviews work of crew for proper performance.
  • Plans, assigns, directs, and evaluates the work of staff. Works to ensure accountability of staff actions and team approach to problem solving techniques.
  • Makes recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
  • Consistently educates and advises staff on organizational rules, regulations, policies and procedures.
  • Supports creative thinking and problem solving and encourages participatory decision making when appropriate.
  • Maintains division calendars (on call, vacation, time off, etc.)
  • Identifies needed system improvements; reviews and analyzes construction plans directs and supervises the maintenance of all City road and highway operations, water distribution, wastewater collection, storm water conveyance, and sign maintenance operations.
  • Assists the Operations Superintendent in establishing division priorities, devising new and improved work methods, coordinating personnel, and preparing long-range plans, goals and objectives.
  • Assists the Operations Superintendent in the preparation of the division budget.
  • May assist with the coordination of work within the fleet division.
  • Coordinates and assists with maintaining water and wastewater utility lines, raw water lines, storm sewer conveyance systems and drainage pipes, ditches and streets operations.
  • Coordinates and assists with repairs and maintaining lift stations.
  • Inventories and orders supplies/materials needed for specific jobs as well as day-to-day maintenance and repair activities.
  • Responsible for efficiency, productivity, and safe operating conditions for all staff.
  • Operates and instructs in the operation of heavy equipment, sewer cleaning and other related equipment as necessary.
  • Coordinates and assists with maintaining street asphalt repairs, lane and pedestrian crossing painting and thermoplastic, and concrete surface repairs.
  • Responsible for coordinating weed control operations.
  • Supervises and maintains scheduling for street cleaning operations.
  • Oversees the installation and maintenance of all street signage.
  • Assigns flag person to guide and direct traffic at construction and repair sites.
  • Works with and provides assistance to engineers and consultants on the operational aspects pertaining to major renovations and expansion projects and other capital improvement projects.
  • May act on behalf of, and assume the duties of, the Operations Superintendent during absence.
This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.

General Qualifications

REQUIRED QUALIFICATIONS:

  • Completion of a high school diploma or equivalent supplemented by additional specialized training in maintenance or construction of water distribution, wastewater collections, or storm and flood.
  • Must have five (5) years’ experience in operations maintenance; or any equivalent combination of acceptable training, education, and experience.
  • Any equivalent combination of acceptable training, education, and experience may be considered as deemed acceptable by the City of Louisville.
  • Must have at least three (3) years’ experience in progressively responsible supervisory positions.

SPECIAL LICENSE, REGISTRATION, OR CERTIFICATE REQUIRED:
Required to maintain or, for new hires only, obtain within a timeframe that is mutually agreed upon and established at time of hire:
  • Valid class B commercial driver's license w/ air brakes and maintain an acceptable and valid motor vehicle record or the ability to obtain within six months.
  • Water Distribution Level IV and Waste Water Collection Level IV State Certification
  • Confined Space Entry Certification
  • ATSSA Traffic Flagger Certification
  • ATSSA Traffic Control Supervisor Certification
  • Trenching/Shoring Certification
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the functions of street classifications.
  • Knowledge of street and highway construction to include soil stabilization.
  • Knowledge as well as a working knowledge of and ability to establish grades.
  • Knowledge of the principles and practices of civil engineering.
  • Knowledgeable of MUTCD (Manual on Uniform Traffic Control Devices).
  • Knowledge of applicable State and Federal laws relating to streets, traffic, stormwater management, and utility systems distribution and collection.
  • Knowledge of the types and uses of public works equipment related to water and sewer mains, street, highway and drainage system construction, maintenance and repair.
  • Knowledge of modern supervisory and management practices and methods
  • Skill in the use of a personal computer, and knowledge of various engineering-related applications programs.
  • Skill in the use of the following software: MS Office Word, Excel, Teams, Lucity, SCADA, ADG, Fleet MaintenancePRO, Web TMS, Tyler Munis ERP, Geographic Information Systems (GIS).
  • Ability to review, interpret, and follow engineering plans and specifications.
  • Ability to interpret and follow the City's code of ordinances as applicable to Public Works maintenance
  • Advanced proficiency in understanding and troubleshooting Utility Reading devices and procedures.
  • Demonstrated ability to research and objectively analyze complex issues, data and alternatives.
  • Demonstrated communication, organizational, and interpersonal skills, including ability to work in difficult or tense situations.
  • Demonstrated ability to modify standard practices and develop new approaches in problem situations.
  • Ability to plan, organize, direct, and appraise the work of subordinates.
  • Ability to establish and maintain effective working relationships with others to include employee, supervisors, other departments, contractors and the general public.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to be on call, work nights, weekends, holidays, and shifts.

Additional Information

WORK ENVIRONMENT:
The work is performed in an office environment, as well as in the field. The employee is exposed to hazardous traffic conditions and all types of weather conditions. The employee is occasionally exposed to fumes, airborne particles, and toxic or caustic chemicals. Noise levels can range from very low to loud.
Office environment is a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Also includes routine visits to field worksites with limited accessibility such as construction worksites and city industrial facilities where there is exposure to tanks, open trenches, pipes, manholes, vaults, confined spaces, moving equipment, traffic, mechanical and electrical equipment, pressurized liquids and gasses, chemicals, open water, and uneven terrain.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to use hands, and fingers, to handle or feel objects or tools. The employee is regularly required to reach with hands and arms; stoop, kneel, crouch or crawl; and read, speak, and hear. The employee is frequently required to stand, walk, climb or balance.
The employee must regularly lift and/or move up to 50 pounds. Specific vision abilities required by this job include color vision, peripheral vision, depth perception and the ability to adjust focus.
