Job Description

Performs work in the operation of motorized equipment in the construction and maintenance of streets, storm drains, sidewalks, curbs, gutters, right-of-ways and other public works facilities and related work as required. Supervises the activities of Public Works crew(s) in the maintenance and repair of Town infrastructure. Work is performed under the moderate supervision of the Public Works Supervisor.


This position is open until filled. Formerly titled Public Works Crew Leader, previous applicants do not need to re-apply.

Essential Duties of the Position

The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.

  • Leads work crew(s) performing construction and maintenance activities; prioritizes work and decides what equipment and materials are needed to accomplish work assignments; assigns work, materials, and equipment to crew members; assures that all safety rules and regulations are observed on the job site.

  • Supervises assigned staff and evaluates performance; monitors operations to identify and resolve problems and priorities.

  • Reviews and inspects the work of the assigned staff to assure the quality of work and the timely accomplishment of assigned duties and responsibilities.

  • Supervises the construction, repair and maintenance of streets and related infrastructure; read and interpret engineering plans with ability to calculate quantities.

  • Conducts training for assigned staff. Instructs crew in work techniques and the proper use and maintenance of equipment.

  • Maintains records and logs of services performed and general information.

  • Monitors and ensures adherence to Town policies, procedures, and standards.

  • Operates various equipment, including but not limited, to excavators, backhoes, loaders, pavers, rollers, trucks, etc.

  • Performs other duties as apparent or assigned.

Minimum Required Education and Experience

Thorough knowledge of public works operations and the practices and techniques of operating and servicing motorized vehicles and equipment; general knowledge of the traffic law and regulations governing equipment operation; general knowledge of the occupational hazards involved and the safety precautions necessary in public works operations; some knowledge of geography and soil characteristics; skill and care in the operation of several types of trucks and construction equipment; ability to perform manual labor for extended periods of time, often under unfavorable weather conditions; ability to learn geography of Town; ability to understand and follow oral and written instructions; ability to read sketches and plans for quantity calculations; mechanical aptitude; ability to make minor repairs and adjustments to equipment; ability to communicate work directions to assigned personnel; ability to establish and maintain effective working relationships with associates.

High school diploma or GED and 3 to 4 years of experience operating medium to heavy construction equipment including supervisory experience, or equivalent combination of education and experience.

A Commercial Driver’s License Class A (CDL) valid in the State of North Carolina will be required within 60 working days of job appointment. This position is subject to Emergency Call Back during emergency situations and inclement weather.


Supplemental Information

This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting, frequently stooping, kneeling, crouching or crawling and occasionally requires speaking or hearing and repetitive motions; work requires depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, use of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. heavy traffic, large earth-moving equipment).
