As an Environmental Specialist with our Stormwater Division, you will work on supporting, developing, implementing, and/or leading environmental and scientific programs and projects related to Stormwater Water Quality.   • Schedule vendor Water Quality sampling, review submitted data, input accepted data to county databases, and/or submit to Water Atlas.
  • Review consultant proposals, scopes of work and deliverables.
  • Draft the NPDES report and reasonable assurance plans, and analyze Water Quality data.
  • Assist with in-house sampling projects, revising contract sample site locations, and analyzing data for TMDL tracking.
  • Support the oyster, scallop and seagrass monitoring programs.
  • Manage and update Water Atlas Water Quality data and sites.
  • Ensure vendor and in-house compliance with regulations and SOPs.
  • Provide technical support for compliance with TMDL priority water bodies including sampling plans, investigation of pollution sources, data analysis, and annual reporting.
  • Public speaking and professional writing.
  • Assist higher level staff with pollutant loading model (SIMPLE-monthly and SIMPLE-seasonal).
  • Assemble, analyze, and input data from a variety of sources in GIS format and complex results.
  • Provide loading estimates for project planning to meet pollutant load reduction goals and the Water Quality Level of Service guidelines.
  • Track regulatory matters related to Water Quality including impaired waters, TMDL's, and related issues.
  • Conduct in-depth technical analysis, screen data, investigate mapping issues, correct application of numeric nutrient criteria, and trend analysis pertaining to regulatory requirements for impaired water bodies.
  • Coordinate with Planning & Development Services to draft, review, and comment on baseline and ongoing Water Quality monitoring programs.
  • Analyze data using statistical software and other techniques to support decisions related to projects and operations of the stormwater system.
  • Conduct technical troubleshooting for projects and processes related to Water Quality.
  • Conduct mapping, analysis, and presentation of data using ESRI GIS and other software.

Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications:
  • Bachelor's degree from an accredited college or university in one of the biological or physical sciences, Environmental Engineering, or a related environmental field appropriate to the position.
  • Two (2) years of professional experience in related field.
  • -OR- Master's degree may substitute for one year of professional experience
  • -OR- Progressively responsible professional experience may be substituted on a year-for-year basis for the required college degree
  • A valid Florida driver's license at the time of hire.

Preferred Qualifications:
  • Experience with GIS (ArcMap), database management, and analysis of data.
  • Familiarity with statistical analysis techniques.
  • Experience with and knowledge of field sampling process, equipment, and sampling instrument calibration.

Starting Pay: $52,936.00
Full Salary Range (Future earning potential): $52,936.00 - $89,980.80
