Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.

ESSENTIAL FUNCTIONS
- Provides information to the public and other governmental agencies, in person or over the telephone, regarding departmental procedures and regulations, facility locations, water, sewer, and stormwater systems, plan requirements, and ownership, right-of-way and similar activities, which may require the interpretation of policies and procedures; obtains and distributes copies of maps, land descriptions, etc.
- Reviews and processes water and sewer connection permit applications.
- Researches computer databases and hard copy files for maps, specifications, right-of-ways and easements, connection permit applications, site plans, technical data, land descriptions, laboratory testing results and similar information; summarizes such information for project use and engineering support.
- Makes a variety of computations in an office, laboratory or field setting; enters data into an automated system and produces reports, drawings or statistical summaries.
- Performs field surveys in the area to which assigned; sets up equipment to make field measurements in such areas as traffic counts, air quality, weather conditions, well readings, flood warning systems and similar technical areas.
- Drafts and updates maps and drawings; reduces field notes and produces as-built drawings; learns and uses computer-aided drafting hardware and software to produce maps, drawings, charts, graphs and related documents.
- Makes field inspections and laboratory tests and measurements of materials used in construction projects to ensure conformance to specifications.
- Administers Backflow Prevention Program; updates test result database; notifies customers as necessary of results and need for action.
- Reviews a variety of plans and designs to ensure conformance with codes and regulations; reviews engineering drawings and specifications to verify calculations, quantities, accuracy and completeness.
- Prepares a variety of written materials such as water quality report, bid abstracts, legal land descriptions, correspondence and reports.
- Perform traffic counts and studies and downloads data as required.
- Maintains accurate records, drawings and files related to assigned activities.
- Tracks water rights and prepares applications, change forms, extensions of time, etc.; prepares notices for Public Works Backflow Testing Program.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Additional Essential Functions for Engineering Technician with the Town of Minden:
- Performs daily administrative duties such as but not limited to receiving and screening visitors and telephone calls, providing factual information which may require the interpretation and application of policies and procedures; takes messages or refers the caller to the proper person.
- Develops and maintains a computerized operational recordkeeping system; interprets and evaluates operational data including production, water quality, etc.; recommends improvements and modifications consistent with safe drinking water standards.
- Participates in budget process by preparing cost estimates and overseeing budget administration for capital projects; submits justifications for budget items; and assists with monthly agendas related to specific projects.
- Performs daily administrative duties such as but not limited to receiving and screening visitors and telephone calls, providing factual information which may require the interpretation and application of policies and procedures; takes messages or refers the caller to the proper person.
- Assists with FEMA's National Flood Insurance Program (NFIP).
- Compiles information for the administration of the Small Municipal Separate Storm Sewer General Permit (MS4).
- Assists in the execution of the Community Rating System (CRS) for the County; provides system inspections for pollution control.
- Performs rapid assessments methods for water quality improvement projects at Lake Tahoe and assists with the administration of the Tahoe Maximum Daily Load program requirements.
- Puts together working in waterways permits, encroachment permits, site improvement permits, license to enter property agreements, assists with BLM right-of-way acquisitions, and other permits as required.
- Assists with grant writing and administration.
