Position:                  Stormwater Engineering Specialist
Salary:                      $50,793.6 - $73,632 DOQ
Position Type:         Full-Time

General Description:

The purpose of this class within the organization is to support, complete or perform para-professional assignments providing data and information through the systematic planning, reviewing, inspection and implementation of the City's development programs.  Performs a variety of complex technical work for the Public Works Department including field and administrative work. This class works independently, under limited supervision, reporting major activities through periodic meetings and reports.

Minimum Training and Experience:

Requires an Associate’s Degree or specialized courses/training equivalent to satisfactory completion of two years of college in computer science, engineering or related field. Requires two years in ArcGIS or closely related experience. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

Must OSHA 30 within 1 year of hire. Valid Driver’s License. Requires the SCDHEC CEPSCI Certification

Desirable Knowledge, Skills and Abilities:

  • Working knowledge of principles, practices, concepts and techniques of GIS and of GIS applications.
  • Extensive knowledge of SCDOT, City of Rock Hill, SCDHEC, general pipe construction (water, sewer and storm drain) specifications and general site works and grading task and specifications.
  • Skill in using computer-aiding drafting and mapping tools and programs including AutoCAD software and ESRI-based GIS software.
  • Ability to use various computer software programs and mobile applications to perform technical task: MS Office, ArcGIS / CMSEditor, ArcGIS online, Cayenta, Evolve, CityWorks, etc.
  • Ability to communicate effectively, which includes public speaking, written and oral communication.
  • Ability to compile, analyze and interpret geospatial data.
  • Ability to organize large amounts of information, plan projects and think creatively.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.  Personally demonstrates appropriate customer service skills.
  • Work is performed onsite.  The incumbent must be present at work to perform the essential functions of this job.


Essential Job Functions:

  1. Utilizes GIS and other software tools to create, maintain, update, analyze and manipulate the stormwater map layers in the GIS database.
  2. Performs spatial analysis and database queriers on parcel stormwater utility fees for City residents / businesses.
  3. Reviews plats, As-Builts, GIS system, civil and building plans for stormwater utility fee calculation, and monthly fee adjustments. 
  4. Prepares drawings, plans and profiles in AutoCad and ArcGIS.
  5. Drafts easement / Right-of-Way documents and exhibits. Responsible for obtaining required signatures, recording information and entering data.
  6. Assists with ensuring the Stormwater Masterplan Study and the Stormwater Program remains current.  Coordinates and recommends updates with engineering consultant(s) and City staff, as needed.
  7. Develops water sampling collection site locations, collecting water samples within the creeks, processing samples in lab, analyzing and publishing lab results and findings for SCDHEC reporting. 
  8. Maintains lab and sampling materials/instruments including ordering materials as needed.
  9. Assigns work orders and enter crew cards.
  10. Calculates billing data and enters into the computer.
  11. GIS data management: creates, edits, and manages geospatial data.
  12. Uses various GIS geoprocessing tools to perform analytics: ModelBuilder, ArcToolbox, and Python to execute simple geoprocessing commands and scripts. Includes design and development of native and web applications to assist with Public Works workflow. 
  13. Performs AutoCad drafting.
  14. Creates non-compliance documents for submittal to SCDHEC, residents and businesses.
  15. Assists with review and maintenance of the FEMA flood studies and maps.
  16. Performs field inspections of infrastructure and other civil projects; performs quality control and quantity reporting.
  17. Performs on-site field assessments and surveying; addresses customer concerns, conducts inspections, responsible for GPS collection, etc.
  18. Tracks budget and contractor pay application approvals; completes asset evaluations, and enters evaluation data into the City’s GIS software program.
  19. Conducts proof roll and subgrade inspections, collects field measurements, performs math calculations, and general surveying with accurate daily records.
  20. Maintains responsibility for updating the City’s Public Works - Stormwater website, including brochures, public information and events. Adds, removes or deletes content as necessary.
  21. Creates brochures, flyers and public information for the Stormwater division.
  22. Educates Public Works Department employees on various monthly safety topics as directed.
  23. Performs all other duties as may be assigned to meet organizational needs.
