STORM WATER OPERATOR I, II, or III (DOQ)


Opening Date: January 4, 2024 Closing Date: Open until filled

Status: Full-time, Non-Exempt


Storm Water Operator I - Grade 14 Storm Water Operator II - Grade 15

Salary Range: $20.10 - $29.22 per hour Salary Range: $21.02 - $30.44 per hour

Hiring Range: $20.10 - $24.66 per hour Hiring Range: $21.02- $25.73 per hour


Storm Water Operator III - Grade 17

Salary Range: $22.84 - $33.05 per hour

Hiring Range: $22.84 - $27.94 per hour

GENERAL PURPOSE

Performs a variety of skilled duties related to the construction, maintenance, and repair of City-wide Storm Water/irrigation facilities.

ESSENTIAL JOB FUNCTIONS

  • Meet performance standards established with the employee's manager;
  • Job attendance is required, except for authorized leave;
  • Operate vactor, backhoe, front-end loader, and dump truck in the removal, loading and transportation of asphalt, gravel, dirt, and other material related to maintenance and repair of City storm drain/irrigation systems; Inspects and maintains all equipment after operation;
  • Operate dump truck in the transportation of various materials related to construction and maintenance of City storm drain/irrigation system;
  • Transports asphalt or cement;
  • Refills area with new material and rolls asphalt with power roller;
  • Operates sweeper to clean City streets;
  • Operates jackhammer, compressor, backhoe, and front-end loader for the demolition and removal of curb, gutter and sidewalk;
  • Prepare sub-base material;
  • Set forms and install reinforcement and expansion joints;
  • Finish concrete using various hand tools;
  • Inspect and maintain storm drains from dirt and corrosion;
  • Operate vactor to clean lines;
  • Determine elevations and inspect installation of storm drain systems;
  • Operates snowplow, and salt truck to clear roads of snow and ice;
  • Maintain 24-hour emergency call;
  • Other duties as assigned.

STORM WATER OPERATOR I


MINIMUM QUALIFICATONS

  1. Education and Experience:
  • High school diploma or equivalent; plus two (2) years' experience in concrete work, asphalt patching and as an equipment operator performing similar duties, or an equivalent combination of education and experience;
  • One (1) year experience with storm drain systems and maintenance operation; and
  • One (1) year vactor experience.

  1. Special Qualifications:
  • Must possess and maintain a valid Utah Commercial Driver's License, Class B with a tanker endorsement within six (6) months of hire date. This position will be subject to the random drug testing policy and periodic driver's license verifications.
  • Must possess a home telephone for emergency and standby call-outs.
  • Must live within 20 miles of the Midvale Public Works Facility.
  • On-Call Position.
  • ATSSA Flagger Certification
  • First Aid/CPR Training
  • Confined Space Training
  • Trench Shoring Training
  • Snow Plow Training (Required within 12 months)

  1. Knowledge, Skills and Abilities:
  • Considerable knowledge of operating basic manual and power hand tools;
  • Working knowledge of the operation of a variety of light and heavy equipment such as vactor, backhoes, sweepers, salting trucks, snowplows, etc;
  • Considerable knowledge of hazards and safety precautions associated with construction work. Ability to follow instructions;
  • Ability to perform strenuous manual labor;
  • Ability to tolerate weather extremes in work environment;
  • Ability to communicate effectively verbally and in writing;
  • Ability to work effectively with fellow employees and the public.

STORM WATER OPERATOR II

  • Ability to communicate effectively verbally and in writing;
  • Ability to work effectively with fellow employees and the public.


STORM WATER OPERATOR III


  1. Education and Experience:
  • High school diploma or equivalent; plus four (4) years' experience as an equipment operator performing the same or similar duties, or an equivalent combination of education and experience.
  • Three (3) years' experience with Storm Water/irrigation systems and maintenance operation.
  • Two (2) years' experience operating vactor equipment.

  1. Special Qualifications:
  • Must possess and maintain a valid Utah Commercial Driver's License, Class B with tanker endorsement. This position will be subject to the random drug testing policy and periodic driver's license verifications.
  • Must possess a home telephone for emergency and standby call-outs.
  • Must live within 20 miles of the Midvale Public Works Facility.

  1. Working Conditions: Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. Tasks require physical activities working out of doors with exposure to various types of weather conditions, including potential weather extremes. While performing the duties of this job, the employee must consistently bend, lift and/or move up to 75 pounds. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
