Storm Water Inspector III positions perform inspections and enforcement of Storm Water regulations; inspect industrial, commercial businesses, and municipal facilities for compliance with the Minimum Best Management Practices (BMP)s and proper operation and maintenance of structural treatment control best management practices; assist in the training of professional inspectors that perform inspections, enforcement, and evaluation of Storm Water regulations; coordinate the work of professional inspection staff and assist the work unit to meet deadlines; perform GIS database management and assist in the development of the annual Inspections Inventory and the Prioritization processes; assist in reviewing Preform reviews of inspection records submitted by professional inspection staff; assist in the valuation of the Quality Control and Quality Assurance of compliance data for regulatory requirements; write and prepare technical reports; and perform other duties as assigned.
NOTES:
  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:

5% effective 1/1/24
4% effective 7/1/24
2% effective 1/1/25
5% effective 7/1/25
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • Storm Water Inspector III employees may be required to maneuver above, under and around equipment during inspections; safely move across wet or uneven surfaces; ascend/descend ladders, stairs, elevated catwalks; and lift items weighing up to 50 pounds.

MINIMUM REQUIREMENTS
You must meet the following requirements on the date you apply, unless otherwise indicated.
EDUCATION: You must meet ONE of the following options:
  1. Bachelor's Degree in Chemical Engineering, Environmental Engineering, Chemistry, Biology, Environmental Science, or Water Resources.
  2. Bachelor's Degree in a closely related field, which MUST include the completion of at least 16 semester/24 quarter college-level units of both lecture and laboratory course work in construction management, geology, chemistry, physics, biology, and/or environmental science for the purpose of demonstrating an understanding of fundamental physical, chemical, and biological processes, employing mathematics and computational tools as they relate to Storm Water pollution prevention.
NOTE:
  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.
EXPERIENCE: You must meet ONE of the following options:
  1. Three years of full-time professional experience in industrial or commercial inspection applying federal or state Storm Water regulations at industrial/commercial facilities.
  2. Three years of full-time professional chemical, environmental, construction engineering, or sanitary engineering experience, which MUST include the design, operation, and/or inspection of structural Best Management Practices.
  3. Three years of full-time professional Storm Water management experience for compliance with Storm Water pollution prevention plans and compliance with the State of California General Permits (MS4, IGP, Construction); and/or specific NPDES Permits.
  4. Three years of full-time professional Storm Water sampling in the field or laboratory experience in an industrial program which MUST include the sampling and analysis of toxic pollutants as it relates to compliance with federal, state, and local Storm Water and/or wastewater regulations.
  5. Three years of full-time professional environmental regulatory experience conducting site evaluations and determining compliance with environmental regulations, such as Municipal Codes and Permits, State General Permits, and other pertinent environmental regulations, which could include researching and developing alternative technologies and waste minimization strategies to reduce amounts of commercial/industrial waste.
NOTES:
  • A Master's Degree in Chemical or Environmental Engineering, Chemistry, Biology, Environmental Science, Water Resources or a closely related field may be substituted for a MAXIMUM of one year of the required experience.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE: A valid California Class C Driver License is required at the time of hire.
NOTE:
  • You may be required to provide your own vehicle for which mileage will be reimbursed.
HIGHLY DESIRABLE:
  • Inspection experience related to federal, state, and local Storm Water/wastewater regulations.
