Job description

Under the direction and supervision of the Construction Engineer, incumbent performs various technical field and office tasks with a certain degree of independence of average difficulty relating to water quality and transportation construction. Must have knowledge of the National Pollutant Discharge Elimination System (NPDES) permit program, Storm water Management Plan and the Construction Permit.
Must have a complete knowledge of water pollution controls, temporary best management practices, contract administration paperwork and documentation. Able to read and write at a level required for successful job performance; inspect construction work related to water quality and enforce compliance with plans, specifications and permit; analyzes situations accurately and prepare reports.
Eligibility for hire may be determined by your score on the Transportation Engineer (Civil) Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in-person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle. Candidates who take the TE Civil online exam prior to passing the written hurdle may negatively impact their hiring eligibility. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions
Position located in Bakersfield, Kern County.
Job will have exposure to heavy equipment, lab conditions, machinery, heat, cold, dust, dirt, gas, chemicals, fumes, outdoor conditions, lab equipment, indoor conditions, humidity, and high decibels of noise. Hard hat, safety glasses and safety vest or approved safety shirt must be always worn in the field, no exceptions. While at the Construction office employees will normally work in a climate-controlled office under artificial light. However due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. The workload is subject to frequent, substantial, and unexpected changes. Workload may subject employee to night work, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer. Travel is required. A valid California Driver's License is desired. Vacations may be restricted during peak times. Overtime may be required.
The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee's goals. Assignments may involve long term travel and can be located throughout the state.
In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements
  • Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.
  • Possession of a valid driver's license is required when operating a State owned or leased vehicle.
  • Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.
Will consider those candidates in the process of obtaining a Professional Engineer's license issued by the State of California. A valid California Professional Engineers License is desired.
A Statement of Qualifications (SOQ) is required and must be submitted along with your State application. The SOQ is a discussion of how an applicant's education and experience meet the evaluation criteria below and qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. You must include specific examples addressing each of the evaluation criteria listed below. The SOQ must not exceed two (2) pages in length and written in no less than 12-point font. Each evaluation criteria must be addressed separately and in order.

Evaluation Criteria:
1. Ability to communicate effectively, both verbally and in writing (including presentations), and work under pressure
2. Ability to identify problems and use a logical analysis to find information, understand causes, and evaluate
3. Experience in reviewing SWPPP, WPCP, and SWDR
4. Experience and Knowledge of contract administration and the estimate process
5. Proficiency with SMARTS and Microsoft Programs
6. Experience in developing and maintaining positive relationships and the ability to deal effectively with others in a conflict situation
