The Staffing Manager will lead efforts on screening, interviewing, and onboarding new employees, placement of school-based employees, training, performance management, retention, and workforce planning.
The Staffing Manager will be held accountable for the following responsibilities:
- Directly supervise two OSHW Staffing Specialists, including performance reviews.
- Manage the day-to-day Staffing Operations for OSHW school-based and central office employees.
- Working with Business Operations regarding provisioning and credentialing.
- Report key performance metrics and maintain an understanding of the financial implications of these metrics.
- Communicates trends, challenges, and opportunities for improvement.
- Review employee data and employee relations matters to identify trends; implement strategies focused toward positive employee relations.
- Resolve routine employee matters, including disciplinary action for union and non-union employees in alignment with approved district policies and procedures, and all applicable employment laws and collective bargaining agreements; Partners with the Law Office and/or Talent Office on more complex or non-routine human resources and employee relations matters.
- Manage internal and external recruitment activities for school-based and central office employees.
- Partner with the CPS Payroll department and Staffing Services to ensure employee status and rate changes are reflected in an accurate and timely manner.
- Supports Labor Relations in the management of union contracts to ensure regulatory compliance.
- Assist in addressing performance and employee relations issues through coaching, discipline and termination processes. Participates in discipline and grievance hearings, as necessary.
- Develops and executes strategic staffing plans to ensure the candidate pipeline meets the demands of the projected growth of the organization.
- Liaises with the CPS Central Office Talent Management team to provide input to their strategic plan and to the development of policy and practice supporting recruitment, training, and coaching for OSHW staff.
- Develops, cultivates, and manages relationships with school leaders and vendor management partners, to understand and help fulfill their staffing and meet business goals.
- Hires, trains, develops, monitors, and evaluates the performance of the staffing team, including direct reports.
- Performs other duties as they might be assigned.
In order to be successful and achieve the above responsibilities, the Staffing Manager must possess the following qualifications:
Education Required:
- Bachelor's degree from an accredited college or university
- Master's degree preferred
Experience Required:
- Minimum of five (5) years experience in an HR Generalist role, including workforce planning, staffing, employee relations, performance management and coaching, team-building, and training.
- Minimum of three (3) years of supervisory experience
- Previous experience working in a union environment is preferred
- Experience in a large organization and/or public service or government setting preferred
Knowledge, Skills, and Abilities:
- Knowledge of best practices in human resources, including a thorough understanding of federal and state employment, benefits, and labor laws.
- Strong HR technology skills, Taleo and Peoplesoft preferred
- Proficiency in Microsoft Office (Word, Excel, Outlook, and PowerPoint) and Google Suite.
- Strong verbal and written communication skills to build and maintain work relations with departments, employees, and managers of the organization.
- Strong business acumen and data-driven mindset - the ability to influence, drive decisions, and lead discussions on data utilization.
- Ability to identify process improvements and make sound recommendations.
Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
- Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
- Be Fully Vaccinated Against COVID-19 - Unless approved for a medical or religious exemption, all employees are required to be up-to-date on COVID-19 vaccinations, including boosters, and to submit proof of vaccination to the district within 30 days of hire. "Up-to-date" on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters.
