Staff Engineer
Pay Grade:130-$82,246.00
Purpose of Classification
Performs engineering work. Work involves design, construction management, construction inspection, devopment review, surveying, environmental, and transportation related activities. Design activity is supervised by a licensed professional engineer who has authority for final approval of all projects. Work requires some contact with local governmental representatives, engineering contractors and private entities. Employees at this level follow standard practices that do not require frequent supervision of detail.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs and coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions. Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities. Reviews and revises schematics, PS&E, project designs, shop drawings and field changes.
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Interprets manuals and required guidelines for traffic operations.
Meets with law enforcement agencies and city officials to discuss traffic problems and possible solutions.
Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts for projects.
Provides assistance and information to employees, managers, vendors, citizens, local businesses, and/or and other interested parties regarding assigned development functions; serves as liaison between supervisors, vendors, and other departments in regards to department policies and activities. Explains policies and procedures.
Prepares various department documents requiring knowledge of department policies, programs, and procedures and which may involve researching, compiling, analyzing, retrieving and/or summarizing data.

Minimum Qualifications
Bachelor's degree in engineering or related field, accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (TAC/ABET). Professional Engineering License from the Texas Board of Professional Engineers and Land Surveyors (TBPELS) or passing the Principles and Practice of Engineering (PE) exam within the six (6) month probationary period. Minimum of three (3) years of engineering experience in design, construction, or transportation related work. Must have a valid Texas Driver's License.

Physical Ability: Tasks require the ability to exert medium physical effort in medium work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of medium weight (20-30 pounds). Tasks may involve extended periods of time, balancing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed with exposure to adverse environmental conditions. Exposure to damp/wet surfaces, duty conditions, fumes and odors, flammable liquids and high noise levels.
