Job Description:
The Environmental Health, Safety and Risk Manager is a member of the Capital Planning and Maintenance Team and is responsible for managing and administering a proactive and collaborative approach to Environmental Health, safety and Risk assessment, planning, management and mitigation. Working in partnership with departments across campus and external agencies, the incumbent will provide guidance and recommendations for policy and procedure that enables the University to accomplish its goals within a safe and compliant environment. This includes serving as a central resource for Environmental Health, safety, and Risk questions and concerns. This function will include monitoring, record keeping, training and reporting responsibilities to ensure compliance with all applicable Federal, State and local regulations.
DUTIES & RESPONSIBILITIES:
EMERGENCY MANAGEMENT
  1. Identify and recommend policies, procedures and systems to implement or update to maintain compliance with all applicable federal and state environmental and occupational health and safety laws that apply to campus activities. Develop a system to identify and prioritize the various environmental hazards and Risks that are associated with campus program areas and activities.
  2. Coordinates and provides departments with health and safety training sessions related, including but not limited to, handling hazardous materials, disposal of hazardous materials, laboratory safety, Right-To-Know law, bloodborne pathogens and safety in the work place to ensure all university personnel engaged in these activities are properly trained.
  3. In conjunction with supervisor and consultants, prepare and maintain contingency plans, compliance reports, summaries and program documentation for the purpose of completing required government reports related to environmental compliance and safety. These reports include, but are not limited to, air pollution, greenhouse gas, Tier II, SPCC Plan, AHERA plan, and MSDS files and chemical inventory records.
  4. Ensures that hazardous waste is handled in compliance with the state and federal regulations (i.e. DOT, OSHA, DEP, EPA, RCRA). Coordinates the removal of all campus hazardous wastes under state and federal regulations through authorized vendors. Maintains all disposal records and submits reports to required state and/or federal agencies as required.
  5. Assists departments in developing and reviewing standard operating procedures, protocols and safety programs related to handling, storage, spill prevention, clean-up and decontamination of hazardous materials/chemicals and hazardous waste.
  6. Supports university employees and department heads by providing practical and technical expertise in understanding and working with safety and Environmental Health related matters. Responds in coordination with academic, administrative and Human Resources offices to health and safety inquiries and/or public health emergencies.
  7. Conduct inspections of laboratories, mechanical areas and chemical storage areas to ensure compliance with university policy and all applicable laws; trains and provides materials and inspection forms for department personnel to conduct their own periodic inspections.
  8. Documents and distributes inspection results including requited response actions to department heads and appropriate University personnel. Follows up to ensure appropriate actions were taken to ensure compliance or eliminate unsafe conditions.
  9. Act as technical advisor and support in first response situations such as chemical spills, accidents and other emergencies on campus in conjunction with Campus Police. Coordinates and/or participates in fire drills or other emergency planning/management activities for the University, in conjunction with on-campus and off-campus offices and agencies.
  10. Reviews and approves the operation, acquisition and maintenance of fume hoods, emergency safety showers, eye washers, fire extinguishers and other related safety equipment throughout the campus.
  11. Investigates all reports of laboratory hazard incidents, work place hazards, and chemical spills to ensure appropriate actions are/were taken, and make recommendations to help prevent reoccurrences.
  12. Assists in campus sustainability efforts by monitoring industry developments and staying current on state, federal and local regulations; educating departments and staff on these responsibilities, and completing campus sustainability reports for agencies including LBE, DHE, etc.
  13. Serve on a variety of safety, emergency and Risk management related committees, including IACUC, BioSafety, Safety/AFSCME Safety, Emergency Management team, etc.
  14. Perform additional duties as assigned.

Requirements:
  1. Minimum three years' experience in Environmental Health and safety management, including hazardous materials and waste management. Experience in higher education preferred.
  2. Bachelor's Degree in related discipline required. Certified Safety Professional designation desired or progression toward certification during tenure required.
  3. Knowledge of State and Federal regulations governing hazardous substances, including the Right to Know law, hazardous waste regulations, hazard communication standards, and understanding of, and ability to apply and educate others on safety standards and regulations.
  4. Must demonstrate experience with and willingness to expand knowledge of and develop expertise in the areas of Environmental Health and safety, risk management and statutory environmental reporting.
  5. Experience in establishing and conducting training programs related to Environmental Health and safety.
  6. Ability to manage multiple tasks, work independently, and maintain organized records.
  7. Knowledge of Incident Command Procedure preferred.
  8. Experience working with diverse constituencies required. Ability to develop and maintain harmonious working relationships.
  9. Proficiency with computer applications, including Microsoft Word, Excel, PowerPoint, and Google-Suite.
  10. Ability to express self in oral and written communication required.
  11. Must be able to satisfactorily pass a check conducted by the Criminal History Systems Board (CORI check), a SORI and a background check satisfactory to the University.
  12. Ability to perform above duties with or without reasonable accommodation.

Additional Information:
This is a full-time, benefited, exempt, professional APA position. The annual salary range for this position is $87,500 - $92K.
