Sr. Project Management Specialist

This position is for an on-site direct support Senior Project Management Specialist at the Surface Combat Systems Training Command (SCSTC) Dahlgren, Virginia.

Senior Project Management Specialists responsibilities include but are not limited to:
• Responsible for the structured coordination of planning and execution of product releases across specifically assigned cross functional teams.
• Track and manage projects, providing weekly progress reports against the plan.
• Responsible for planning, monitoring, and control of projects.
• Facilitate an environment allowing the cross-functional team to deliver projects to meet established goals objectives.
• Oversee the completion of all aspects of projects; develop and adhere to master plans schedules.
• Ensure that all projects are delivered on-time and within scope.
• Measure project performance using appropriate systems, tools, and techniques.
• Report and escalate to Manager as needed.
• Ensure deliverables meet quality standards, are consistent; and satisfy both external and internal requirements.
• Ensure programs remain on budget and communicate budget/funding concerns to internal and external leadership.
• Communicate project/program requirements to management.
• Identify possible improvements in the work processes.
• Pursue a program of self-development using selected reading, seminars or participation in continuing education.
• Assess instructional effectiveness of course materials and analyze data to meet the needs of the learner and customer.
• Effectively interface with all offices associated with an assigned project.
• Assist in tracking product line performance, specifically to analyze the successful completion of short- and long-term goals.
• Create, organize, plan, and present various forms of onboarding, orientation, and skills training for employees.
• Develop unique training programs to fulfill workers specific needs to maintain or improve job skills.
• Create and/or acquire training procedure manuals, guides, and course materials.
• Demonstrated leadership skills.
• Other duties as assigned.

Qualifications:
• Active “Secret” security clearance required.
• Bachelor’s degree in business management, Education, Project Management, or related field required (Masters preferred).
• Project Management Certification (preferred).
• Minimum of five years’ experience managing people and projects (task and financial management).
• Minimum of four years in a supervisory position.
• Demonstrated success defining and executing projects.
• Proven ability to influence cross-functional teams without formal authority.
• Strong presence leading and working with top level management.
• Extensive experience in Project Management methodologies.
• Well-developed written and verbal communication skills.
• Excellent organizational and time management skills.
• Ability to evaluate problems and recommend solutions.
• Flexibility to assist wherever needed to achieve goals.
