Job Description
Pay Grade: P
Plans the direction for accounting and financial operations of an agency. Recommends and implements accounting policies and procedures in accordance with government regulations. Manages subordinate managers and staff.
Role and Responsibilities:
  • Prepares and reviews programmatic monthly/quarterly expenditure analyses, financial statistics, and other accounting data.
  • Coordinates auditing operations with departmental accounting, budget, administrative support, and programmatic function to support the Department's mission.
  • Develops and directs a comprehensive accounting program which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Generally Accepted Governmental Auditing Standards (GAGAS), statutory accounting requirements, and departmental fiscal policies and procedures.
  • Directs operational analyses of accounting systems, subsystems, and/or procedures.
  • Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges and discharges accounting/financial employees.
  • Manages human resources and directs administrative activities for accounting/financial employees.
  • Plans and directs in-depth financial audits and investigations.
  • Provides professional guidance and assistance in the solution of complex accounting and financial problems.
  • Represents the financial interests of the State in accounting-related interactions/negotiations with other parties, such as banks, vendors, and external auditors.
  • Provides leadership to subordinate managers, supervisors, and staff.

Minimum Qualifications
  • Bachelor's degree in business administration, accounting, finance or a closely related field from an accredited college or university AND Five (5) years of professional level experience in accounting and/or a closely related fiscal activity,
Three (3) years of which in a management/supervisory role.
OR
  • One (1) year of experience required at the lower-level Sr Mgr, Account/Financial Svcs (FIM012) or position equivalent.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Skills/Qualifications:
Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
  • Bachelor's degree in Public Administration, Accounting, Finance or related area from an approved, accredited college or university AND Four (4) years of experience in general management, accounting, fiscal analysis or budgeting.
  • Strong proficiency in the use of Excel.
  • Experience with TeamWorks (PeopleSoft) and Planning and Budgeting Cloud Services (PBCS)
  • Experience managing a team or supervising employees.
  • Experience in creating ad hoc reports in response to requests from the Office of Planning and Budget or the General Assembly.
  • Experience in tracking and analyzing the general and amended budgetary process to determine how proposed changes impact the affected program's goals, objectives, and service delivery.
  • Familiarity with the agency's mission and activities, as well as federal programs or grants administered by the agency.
