SUMMARY: The Senior Manager, Supply Chain will create a buying strategy, optimizing costs, negotiating contracts, and ensuring compliance. They will also oversee the Sales/Procurement team in maintaining LRU stock by generating and closing Purchase orders, entering part data and managing LRU locations via the ERP system for the repair of civil aviation articles in accordance with the current technical data provided in the manufacturers' Instructions for Continued Airworthiness, Services Bulletins, service letters, Airworthiness Directives, government and industry standard practices, and other data acceptable to or approved by the FAA.
DUTIES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
- Supervise division personnel and the performance of procurement duties to include purchasing, contracts, bids, requests for proposals, buyers, and inventory control procedures.
- Assist in determining proper procurement methods and recommends alternate methods when appropriate
- Implement an effective communications management strategy to executive leadership with specific emphasis on business objectives delivery, efficient resource deployment, effective risk and issue management.
- Review and analyze scope of work and vendor requirements.
- Research products and services as needed.
- Assist the division to ensure that all legal requirements, insurance requirements, and inventory controls are maintained.
- Responsible for evaluating a range of programs and projects with the goal of facilitating staffing and resolving resource allocation conflicts
- Monitor staff utilization on the activities that will generate the highest business value aligned with the business strategy.
- Develop and implement continuous improvement processes.
- Coach, mentor and develop the team and direct reports to include career development planning and opportunities.
- Analyze cost/price elements in contractor proposals, bids, change orders, etc.
- Draft contracts ensuring all legal requirements are in compliance.
- Track and report key functional metrics and identify gaps in the market.
- Perform risk management for supply contracts and agreements.
- Coordinate and perform professional-level administrative work.
- Lead supplier relationships and sourcing opportunities including RFPs, negotiation, etc.
- Partner with other business units and other cross functional teams.
- Attend/lead various meetings on employee performance, updates on products, etc.
- Generate purchase orders for customer demand parts.
- Check purchased units in and verify part information against packing slip information.
- Enter part information into the ERP system and stocking in correct locations.
- Generate RFQ's to input VSE cores into the ERP system.
- Close work orders for VSE owned cores
- Other duties as assigned.
MINIMUM REQUIREMENTS:
- Bachelor's degree
- 8 years of relevant/technical work experience and 5-8 years of leadership experience OR
- An additional 3 years of specific work experience in lieu of degree.
- Close attention to detail.
- Proven ability to communicate with customers and vendors properly and clearly.
- Experience with problem solving in a high stress environment
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook and scheduling applications
PREFERRED REQUIREMENTS:
- 11+ years of procurement experience
- 9+ years of aviation experience
- 9+ years of leadership experience
- Demonstrated knowledge of procurement processes, policies, and procedures.
- Ability to handle multiple projects to meet goals and deadlines.
- Strong emphasis on accuracy and detail when working with internal and customer data.
- Ability to develop sensible strategies and physical solutions for facilitating workflow, and efficiency in workspace.
