Job Description

Work with the Controller to clarify the role of Senior Fiscal Officer, establish a core set of fiscal officer responsibilities that must be performed routinely, accurately and efficiently, and establish strong, well-controlled, processes for executing this work:

  • Financial Stewardship
    1. Consolidated Close
      • Ensure all revenue and expense accounts are properly accrued by the 8th business day
      • Monthly review process for all balance sheet and P&L accounts where you have ultimate financial oversight
      • Ensure adherence to / establishment of SOPs and establishing and tracking unit performance standards. Fostering an environment of continuous improvement.
      • Ensure that we complete our financial oversight and stewardship roles with a continuous lens of a proper control environment and segregations of duties.
  • Financial Stewardship
    • Cadence of reporting to Programs / Mission Services’ and IT Teams
      • Close by the 15th of the month
        • P&L vs. Budget and PY with commentary analysis
        • P&L vs. Forecast (#s only)
        • Acct Receivable Aging Schedule with summary of areas that need attention
      • Forecast by the 30th of the month
        • P&L vs. Prior Forecast and Budget with commentary analysis
        • Summary risks and opportunity items to discuss
  • Financial Stewardship
    • Develop a 3-year Long-Range Financial Plan Process
  • Team Development
    • Implement an effective methodology for tracking all your team’s responsibilities, tasks and deliverables, prioritizing the most important, ensuring deadlines are met and flagging items that are at risk for too little attention
    • Provide guidance and set goals and exceptions for your team
    • Establishing and measuring performance standards for routine work
    • Identifying development goals for staff and helping staff pursue them
    • Provide your team increased level of responsibilities and cross-training opportunities to both provide you space to think more strategically and more effectively support the needs of the Mission Service Teams, Funders, Fiscal Counter Parts at Contracting Agencies, and Goodwill’s CFO and Controller.
  • Mission Service and Contract Administration
    • Establish / build strong relationships with fiscal counterparts at contracting agencies
    • Review contracts in order to ensure fiscal compliance with programmatic and fiscal components of program/project.
    • Prepare program/project budgets and ensure that programs maintain acceptable fiscal standards, thus remittances from funding agencies are assured.
    • Following-up on outstanding payments (receivables) from funding sources.
    • Monitoring Fiscal transactions, recommending necessary adjustments to spending pattern to ensure expenditures are kept within budget lines.
    • Prepare audit work-papers for each program/project as required.
  • Communication
    1. Instill a culture of clear and concise written and verbal communication
      • Ensure proper framing within emails, meeting (e.g., agendas to keep meeting on track) and Teams meetings
        • Brief and to the point, but have the detail and data at the ready for times when we need to go into the details
      • Understanding your audience and anticipating their needs
      • Begin in-person interactions with an active (e.g., asking questions or clarifying points, summarizing and going in with a neutral mindset) and reflective (e.g., briefly repeating your understanding) listening techniques

Improving internal customer service, developing a routine financial planning and analysis engagement, and improving the quality of analyses.

Develop the ability to independently frame and execute robust analyses and framing the analyses with effective communication. This includes starting with a clear research question, framing the analysis and presentation to answer the question and performing QA to identify and address any issues with the work.

ESSENTIAL JOB FUNCTIONS

  • Oversee contract administration for assigned portfolio of programs to ensure fiscal compliance with program/project requirements, creation and submission of necessary contract modifications and budgets timely revenue claims and report filing and timely collection of receipts.
  • Prepare program/project budgets and ensure that programs maintain acceptable fiscal standards, thus remittances from funding agencies are assured.
  • Analyze revenue/expenses bi-weekly, monthly, quarterly according to funding agency and Goodwill’s requirements.
  • Prepare routine fiscal analyses for program leadership.
  • Reconcile each account to the general ledger on a monthly basis.
  • Accrue monthly revenues and other journal entries, and monitor program’s petty cash expenditure and balance, monitor client voucher distribution.
  • Following-up on outstanding payments (receivables) from funding sources.
  • Email weekly to CFO, Controller and EVP of Mission Service a succinct note of problematic receivables needing attention or intervention from higher management along with receivables ageing schedules.
  • Monitoring Fiscal transactions, recommending necessary adjustments to spending pattern to ensure expenditures are kept within budget lines.
  • Generate and monitor Sub-Contractors performance reports.
  • Prepare audit work-papers for agency wide audit and program audits.
  • Supervise and develop Junior Fiscal Officer.
  • Other duties or projects as assigned.

QUALIFICATIONS

  • A Bachelor’s Degree (In Finance, Accounting, or equivalent)
  • Prior experience working with Microsoft D365 Preferred
  • Knowledge of: Microsoft Office; Preferred
  • Excellent written, math, research, analytical, and interpersonal communication skills
  • Prior experience in corporate relations/communication
  • Demonstrable organizational, professional, problem solving, customer service, and administrative skills
  • Ability to achieve outcomes with minimal supervision
