Overview

The Seams and Available Flowgate Capability (AFC) Support team’s primary role is to support real-time time Operations.  Management of Southwest Power Pool’s (SPP) seams or SPP’s footprint borders, for both Eastern and Western interconnections and managing the impact calculator used in the AFC/Available Transfer Capability (ATC) process where SPP provides Transmission Service Provider Services is the area of support for the team’s focus.

The Senior Engineer or Senior Engineer II for Seams and AFC Support has the ability to become the subject matter expert for all systems, applications, data exchanges, data interfaces and modeling used within the team while ensuring compliance to both the SPP Tariff and governing standards.  The Seams and AFC Support Senior Engineer or Senior Engineer II participates with working groups, both internal to SPP and with our seam neighbors, with the ability to take highly technical processes and be able to present them in a manner that can easily be understood by others.  Along the same lines, you will need the ability to work towards resolution on matters that arise from these meetings.

The primary role of this position as a Senior Engineer or Senior Engineer II will be RTOWest focused. The role will be to provide guidance, a mentorship role, and an example to the other engineers within the team.  This requires working with engineers, coordinators, and the operation floor to resolve issues, both current and foreseen.  The authority of and supervision required for this position varies based upon the project and level of experience of the engineer.  In all cases, the employee is expected to work with minimal supervision.

Essential Functions

  • Serve as a mentor and provide leadership to other operations engineers
  • Facilitate and participate in stakeholder processes as directed
  • Provide recommendations regarding business activities and requirements necessary for compliance with the SPP OATT
  • Understand the SPP and business practices and procedures
  • Coordinate the compilation and/or development of documentation necessary to meet compliance and in preparation of compliance audits or filings with all personnel as required
  • Adhere to code of conduct and confidentiality requirements
  • Make recommendations to management on tools needed
  • Develop and/or coordinate data request responses, when necessary
  • Provide basic teamwork support to help project groups meet aggressive time schedules
  • Develop a fundamental understanding of SPP Culture Drivers and Mission and apply to engineering assignments and responsibilities
  • Develop and maintain up-to-date Operations Engineering procedures that facilitate operations compliant with all applicable governing criteria, standards, tariffs, protocols, business practices and regulations
  • Coordinate and interface with IT to develop necessary tools that facilitate execution of Operations procedures
  • Apprise appropriate Training and Operations personnel of process and procedure changes as they occur and coordinate with Training personnel to ensure appropriate training is administered in a timely fashion
  • Assist in the design and development of necessary internal controls used in Operations Engineering
  • Develop and perform qualitative analysis
  • Continuously monitor Real Time ATC Calculator results and ATC values on WebTrans to ensure high level of accuracy in AFC calculations
  • Continuously monitoring of the JOA/NNL engine
  • Assist Operations Engineering Management with any special projects
  • Participate and contribute as an representative on NERC, NAESB, and SPP committees, subcommittees, working groups and task forces, as needed
  • Perform secretarial duties of the assigned organizational groups, which include the preparation and distribution of a meeting notice, agenda, background material for activities requiring approval, presentation materials and meeting minutes
  • Assist with administrative office duties as required
  • Benchmark and recommend improvements to the AFC process to better utilize transmission
  • Serve as a SME for the AFC Support group for the changes needed for Integrated Marketplace Assist in gap analysis performed in conjunction with the compliance of new FERC Orders, revised NERC Standards and revised NAESB Business Practices as required

Qualifications

Education Requirements:

  • Bachelor of Science in Engineering, this degree should:

    • Be from a university that meets the requirements to sit for the Professional Engineering exam (in Arkansas, that is most typically a degree from an ABET accredited university or a graduate degree from a college that has an ABET accreditation),
    • Degree should be in a calculus-based engineering field and preferred degree programs are Electrical Engineering, Computer Engineering, Industrial Engineering, Mechanical Engineering, or Systems Engineering

Experience Requirements:

  • Sr Engineer - Five (5) years of relevant Engineering experience; Professional Engineer License or graduate degree in related field may satisfy one year of experience requirement.
  • Sr Engineer II - nine (9) years of relevant Engineering experience; Professional Engineer License or graduate degree in related field may satisfy one year of experience requirement. Two (2) years of experience may satisfy both a Professional Engineer License and Advanced degree in related field.

Other Requirements:

  • Documented experience in power system engineering, operations engineering, transmission planning or related disciplines
  • Demonstrate excellent verbal and written communication skills
  • Standard PC applications (word processor, database spreadsheet) necessary
  • Motivated to take appropriate expedited action when required
  • Initiative to stay abreast of industry developments
  • Ability to work with a broad spectrum of individuals with diverse interests when resolving problems
  • Effectively communicate with engineers, SPP stakeholders and senior management
  • Strong inter-personal and team work skills
  • Understanding of and compliance with SPP Policies and Procedures

Preferred:

  • Working knowledge of the CMP process
  • Knowledgeable about and conversant with tools such as the Open Access Same-time Information System, WebTrans and scheduling systems
  • Working knowledge of NERC Reliability Standards, SPP Criteria, the SPP OATT and SPP OATT Business Practices
  • Graduate degree
  • Working knowledge of PSS/E/TARA or power flow programs
  • Licensed as a Professional Engineer
  • Hold an active NERC System Operator Certification

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.m. to 5:00 p.m. Working extended hours may be required.

Travel Requirement:

This position requires minimal travel (0—20%).
