The Sr. Director of Supply Chain Operations reports to the VP of Supply Chain and logistics and is directly responsible for ensuring the success of three mission-critical departments with an impact on OHSU's healthcare, research, and academic missions:
- Purchasing Services
- Supply Chain Systems & Applications (including "point of use" inventory management tools deployedthroughout OHSU Healthcare)
- Program Management (including but not limited to Fleet/Surplus/Furniture/Move Management, Document Management, Copy Center, Vendor Credentialing, Freight Management and P-CardManagement)
- Supply Chain Resiliency Program
This role also includes leading efforts to operationalize the people, processes, and technology across the entire Supply Chain and logistics function to help the broader team deliver target-established bottom-line annual savings, reduce risk, reduce its cost to serve, and improve service levels to OHSU stakeholders.
The person in this role is integral to Supply Chain and logistics transformation initiatives, governance efforts, KPIs/metrics, and all policies and procedures. This position is based in Portland, OR, and eligible for remote or hybrid work.
Function/Duties of PositionOversees Purchasing, Program Management, Supply Chain Systems & Applications & Supply Chain Resiliency functions and ensures each area has the necessary talent, process, technology, structure and leadership to
reliably provide strong service and operational execution across OHSU. This includes but is not limited to:
- Ensuring proper financial controls are in place for purchasing activities across healthcare, research and academic missions impacting $828 million in annualized non-payroll spend.
- Actively clearing paths and addressing issues and barriers for departmental leaders and teams to ensure project, program and operational success.
- Ensuring proper governance is in place to support the department and escalates issues for leadership attention
- Engaging teams on benchmarking best practices to ensure services and programs offered are current and relevant.
- Ensuring there are orchestrated efforts to align the Purchasing Manager and Accounts Payable Manager to create and continuously improve integrated Procure-to-Pay processes.
- Leading departmental efforts to establish annual operating plans that supports Supply Chain and Logistics' strategic plan; ensures operating plan is achieved and RACI models are in place and updated.
- Ensuring departmental priorities and plans are coordinated with functional areas outside of Supply Chain & Logistics to ensure alignment, barrier removal and goal completion and actively.
- Ensuring customer service/Service Excellence standards are well- defined and managed/monitored.
- Ensuring productivity benchmarks are in place and actively monitored to drive improvement.
- Ensuring readiness structures (Lean methodology) are in place and actively monitored to drive improvement.
- Driving the enculturation of the Supply Chain Vision, Mission, Values and Value Proposition within the department.
Orchestrates efforts throughout the entire Supply Chain & Logistics function to operationalize mission critical Supply Chain infrastructure. Includes:
- Risk Management: Through the oversight of the Supply Chain Resliency program, identifies potential sources of Supply Chain risk and implements appropriate actions or strategies to mitigate vulnerabilities; bolsters Supply Chain resiliency and ensures each department has written emergency preparedness plan and coordinates the development and ongoing revision of a department-wide contingency/emergency preparedness plan (in the event of natural disasters, workforce stoppages, pandemic, etc.)
- Annual Operating Plans & RACI Model. Ensures every department documents a well-structured 'Annual Operating Plan' each year and there is a closed loop process to report progress, escalate issues and remove barriers; leads periodic 'RACI' model reviews to ensure roles are well-defined across the organization c. Continuous Improvement: Ensures mission critical business processes are documented with standard operating procedures and demonstrates improved effectiveness and efficiency over time; facilitates each department's connection to various process improvement resources available within OHSU to affect maximum benefit; ensures appropriate readiness tools and models are deployed throughout the entire Supply Chain & Logistics function (ex. readiness huddles)
- Service Excellence: Ensures every department defines, measures, reports and improves its service level commitments with its defined end-users.
- Talent Management: Champions the implementation of leading practices for hiring, reward and recognition, performance review, professional development, succession planning, engagement, & corrective action.
- Other duties as defined including acting as the point person/lead for Supply Chain & Logistics efforts for routine and unplanned events where needed.
Education:
- Bachelor's Degree
Experience:
- 10 years of business experience minimum and 5 years of progressive Supply Chain management experience in a leadership role.

- Strong leadership, decision rights, and administrative oversight of:
- Procure-to-Pay in collaboration with Accounts Payable

- Proven ability to effectively manage complex procurement programs. This would be demonstrated by previous experience managing $100M+ in spend with high value contracts in a company recognized for strong supply management programs.
- Strong analytical abilities and research skills.
- Demonstrated leadership skills including cross-functional relationship building, team facilitation, coaching and mentoring, performance management and positive reinforcement.

- Master's Degree
Experience:
- Experience in a large hospital/university institution experience is preferred but experience in other industries will be considered.
Job Related Knowledge, Skills and Abilities:
- Knowledge of healthcare Supply Chain principles and industry best practices.
- Experience with SAP or Oracle ERP systems (or equivalent)
- Experience and working excellent and timely manner.
- Proven ability to effectively manage complex sourcing programs. This would be demonstrated by previous experience managing $100M+ in spend with high value contracts in a company recognized for strong supply management programs.
- Strong analytical abilities and research skills.
- Demonstrated leadership skills including cross-functional relationship building, team facilitation, coaching and mentoring, performance management and positive reinforcement. Knowledge of federal and state regulatory agencies.
- Strong understanding of Group Purchasing Organization (GPO) relationships and services.
- Six Sigma or Lean Quality Management experience is a plus.
Occasional local travel to OHSU's locations throughout the Portland area will be a part of this position. Occasional travel to conferences.
Pay Range: $131,372.80 - $223,308.80 annually (Commensurate with qualifications, experience and internal equity)
