V2X is hiring a Spectrum Manager to provide on-site support for the procurement, assignment, and protection of radio frequencies for legacy and emerging spectrum-dependent systems in support of the Naval Air Station (NAS) Patuxent River.

This position supports tasks assigned by the Naval Air Systems Command (AIR - AA15000), Electromagnetic Environmental Effects (E3) Division, in support of their Spectrum Management Support Mission and the Air Systems Electromagnetic Interference Corrective Action Program (ASEMICAP) Spectrum Support efforts at Naval Air Station Patuxent River, MD. The E3 division works to address and control electromagnetic environmental effects and Radio Frequency (RF) spectrum compliance utilizing national and international spectrum certification and frequency allocation procedures; identifies and resolves E3 issues throughout the entire acquisition process by participating in technical reviews and associated milestone decisions; tailors E3 requirements to fulfill specific mission needs, and conducts functional and risk analyses; conducts EMI and spectrum supportability analyses from initial concept & design throughout deployment; participates in engineering investigations and provides recommended solutions to Fleet-reported EMI problems; participates in the evaluation of Engineering Change Proposals (ECPs) ensuring that new system designs are compatible with Naval Aviation’s unique operational Electromagnetic Environment (EME) and spectrum supportability tasks involving developing spectrum supportability risk assessments, researching spectrum databases, applying for spectrum certification and frequency allocation with spectrum agencies such as the Navy-Marine Corps Spectrum Center (NMSC), National Telecommunications and Information Agency (NTIA) and the Federal Aviation Agency (FAA).

As a Spectrum Manager, you will create spectrum allocation requests. You will also research, review, coordinate, compile, and submit spectrum certification documentation such as but not limited to; DD Form 1494s, EL-CID, Spectrum Frequency Assignment Forms (SFAF), Host Nation Coordination (HNC), and Spectrum Supportability Risk Assessments (SSRA) documentation. You will also interface with Program Offices, the Navy/Marine Corp Spectrum Center (NMSC), PEO Spectrum, as well as other Federal spectrum management activities in order to perform this task.

Responsibilities

  • Generate, submit and track frequency proposals and assignments for Navy Radar and Communication systems through Spectrum XXI.

  • Review spectrum certifications DD-1494 and spectrum planning subcommittee documentation, draft and submit note-to- holders.

  • Review and coordinate host nation supportability requirements and provide input to spectrum supportability risk assessments (SSRA).

  • Perform 5-year reviews of frequency assignments.

  • Monitor existing Radar Area/Band Assignments, submit request through fleet NMCSO offices and assist in maintaining existing assignments and littoral restriction information.

  • Evaluate and analyze Table of Frequency Allocations, channel plans, and planned changes to the Radio Regulations as prepared at national and international telecommunications conferences to consider the potential impact to Department of the Navy communications systems.

  • Support experimental frequency proposals for Navy system testing in at Patuxent River NAS and other remote locations as required.

  • Coordinate with appropriate federal, non-federal, military and other officials of the US and foreign countries to carry out the above actions.

  • Navigate multiple spectrum and frequency allocation databases to find information on systems of interest and apply this information to various platforms.

  • Research and evaluate spectrum dependent system and equipment characteristics along with performance criteria.

  • Prepare, research, or draft Spectrum Support documents. Must have a well-versed knowledge of Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID/Stepstone familiarization, and SSRAs.

Qualifications

  • Education/Experience Requirements:

  • Intermediate and Senior levels available. Seniority will be determined by experience.

  • Bachelor’s Degree preferred, equivalent experience can be justified by field experience and possessing IT2301 Navy Enlisted Classification Code (NEC) for graduation from Military Spectrum Management School.

  • Must have a well-versed knowledge of Spectrum XXI, SFAFs, Host Nation Coordination, Equipment Spectrum Certification, EL-CID/Stepstone familiarization, and SSRAs.

  • Knowledge of DoD and Service-specific spectrum regulatory processes.

  • Knowledge of national and international spectrum tables of allocations.

  • Practical demonstrated experience and knowledge of national, DoD spectrum certification, and frequency assignment processes.

  • Expert knowledge of spectrum management tools and databases.

  • Knowledge of spectrum reallocation and spectrum sharing.

  • Desired Experience:

  • Experience in developing spectrum certification following the NTIA Manual of Regulations. Preferably for airborne platforms to include radars, communications systems (terrestrial and space), and EW systems.

  • Knowledge of systems utilizing the 960-1215MHz frequency band to include IFF interrogators, transponders and test sets, TCAS and transponders. Familiarity with the AIMS PO and the associated requirements.

  • Understanding of NATOPS and flight rules and procedures.

  • Clearance Requirement:

  • Secret Level Security Clearance

  • Skills:

  • Possess excellent oral and written communication skills.

  • Possess excellent data gathering, analytical, and client problem solving skills.

  • Well-versed knowledge of Spectrum XXI, SFAFs, and Host Nation Coordination

  • Understanding current DoD spectrum related systems and evaluating compliance to national spectrum standards.
