POSITION SUMMARY
Under direction, coordinates and administers job analyses, Talent Assessment, employee survey, and performance management processes. Administers assessments and surveys, analyzes data, prepares reports, develops talent products and services used in selecting candidates. Assists with the planning and execution of talent projects.
PRIMARY RESPONSIBILITIES
- Completes job analyses, validation, and assessment performance analyses.
- Works with internal clients to evaluate jobs and worker requirements, as well as validate selection processes and employee assessments.
- Prepares and administers job surveys and validation questionnaires.
- Analyzes and reports on the performance of selection and assessment tools.
- Prepares and communicates selection plans and validation results to departmental clients.
- Assesses need for and develops job analysis instruments and materials.
- Administers, develops, and reports assessments, surveys, and talent analytic processes.
- Assists in the design, development, and administration of talent surveys, assessments, selection tools, performance management processes, and talent analytic processes.
- Performs qualitative and quantitative analyses using Excel and statistical software; reports descriptive and inferential statistics, data tables, charts and other data visualizations.
- Communicates technical information to non-technical audiences.
- Trains internal clients to administer human resources functions including testing, selection and interviews.
- Coordinates administrative and reporting functions of the Talent Assessment and Analytics unit.
- Prepares reports to describe technical results and summarize job analyses, assessments, surveys, talent analyses, and performance management processes.
- Assists in preparing and maintaining personnel records related to applications, assessments, interviews, and performance appraisals.
- Assists with the delivery and processing of assessments and surveys, including issuing, sending, and scoring.
- Tracks and reports results, maintaining storage and recordings of data; uses ATS system to update candidate information.
- Proctors assessment sessions as needed.
- Assists with the planning, development, and execution of Talent analytic processes and projects.
- Assists with planning and developing new organizational policies and processes related to selection and performance management.
- Develops written and video content to communicate to applicants and internal stakeholders.
- Consults with internal department stakeholders to solve talent management issues via custom assessment, performance management, and/or talent analytic reporting.
- Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in Psychology, Human Resources, Industrial/Organizational Psychology, Educational Testing and Measurement, or a related field, or a combination of equivalent education and experience.
- One year of experience in job analysis or competency modeling and assessments or survey development and administration preferred.
- Graduate level training in Industrial/Organizational Psychology preferred.
PHYSICAL REQUIREMENTS
- Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
- KNOWLEDGE, SKILLS, AND ABILITIES
- Working knowledge of psychology - human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment of traits, behaviors, and affect.
- Working knowledge of a variety of Microsoft Office applications.
- Working knowledge of at least one statistics program/software (R, SPSS, SAS, etc.).
- Working knowledge of questionnaire, survey, or assessment design and validation
- Working knowledge of job analysis and/or competency modeling
- General knowledge of employment laws and regulations governing the employment Assessment and selection process.
- Strong verbal and written communication skills.
- Strong interpersonal skills.
- Intermediate computer and Excel skills.
- Intermediate mathematics and data analysis skills.
- Good critical thinking skills to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches.
- Good report and presentation writing skills.
- Ability to handle multiple tasks simultaneously.
- Ability to work with a variety of diverse groups in a tactful and effective manner.
- Ability to work with sensitive information while maintaining strict confidentiality.
WORKING CONDITIONS
- General office environment.
- Travel to various field and work locations.
- Occasionally exposed to usual garage, terminal, shop and field conditions, e.g. electrically energized conductors, moving trains and other vehicular traffic, machinery, existing weather conditions, etc.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
