Reports To: Executive Director of Special Services
Classification: Classified/Non-Exempt 1.0 FTE
Schedule: Mon-Fri - 8 hours per day
Hourly Rate: $23.46 (step 1/year 1) - $26.41 (step 5/year 5)

SUMMARY: The primary role and responsibilities of the Special Services Billing/Contract Specialist will be to develop, manage and maintain a system to bill public and private insurance for families receiving early intervention services and school district consortium services. In addition, this position will be responsible for working with the department’s administrative staff to help develop and maintain contracts for services and related items. The priority(s) of this position will be to build the most efficient and effective billing and contract procedures necessary to ensure accurate tracking and monitoring of all departmental expenditures and revenues.

ESSENTIAL FUNCTIONS:

  • Provide billing and administrative support for the Special Services Department staff
  • Assemble accurate documentation needed for credentialing providers with insurance companies
  • Assist service providers with guidance and support needed to submit timely documentation for billing purposes
  • Verify, compile, and update public and private insurance information for monthly billing
  • Maintain system to reconcile outstanding insurance claims and payments received
  • Provide Department Administrators with regular accounting reports and status updates for all invoicing and related contracts
  • Ensure compliance with Early Intervention Program contract requirements and school district consortium contracts
  • Develop monitoring and data tracking tools for program level development and compliance
  • Communicate effectively and efficiently with providers and school districts regarding billing processes and procedures
  • Collaborate and build relationships with internal and external partners
  • Help develop and process all new and ongoing contracts through the ESDs DocuSign system
  • Develop and maintain accurate records
  • Perform related duties as assigned

QUALIFICATIONS:

  • High School Diploma or equivalent, previous billing and fiscal experince preferred
  • Associate Degree or equivalent credit hours, preferred
  • Strong ability to collect, organize, and disseminate significant amounts of information with attention to detail and accuracy
  • Must possess strong communication, organizational, analytical, and written skills
  • Competence with the use of Microsoft Office and relevant software applications
  • Exceptional personal/office organizational, teamwork and communication skills
  • WSP/ FBI background clearance required

  • Family Educational Rights and Privacy Act (FERPA)
  • Health Insurance Portability and Accountability Act (HIPPA)
  • Department of Children Family and Youth Services (DCYF), Early Support for Infants & Toddlers (ESIT) policies and procedures
  • Individuals with Disabilities Education Act (IDEA), Part C, Early Intervention and (IDEA) Part B requirements

COMPENSATION:

  • Paid once a month on the last working day of the month.
  • Receives an average monthly gross paycheck based on the number of days and hours assigned to the work calendar (Sept 01-Aug 31) and placement on the salary schedule.
  • A full work calendar for this position is 260 days and 8 hours per day. Below is an example of a gross monthly paycheck for a full work year:
  • $4,066.40 (step 1/year 1) - $4,577.73 (step 5/year 5)
  • This amount may increase or decrease slightly based on hiring date and months remaining in the work calendar (Sept 01-Aug 31).

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment; however, travel is required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards: Those present in a normal office environment; no known significant hazards.
