Job Description

ASRC Federal Facilities Logistics is seeking dynamic Special Access Program security personnel with Physical Security management experience for SCIF and SAPF to support the Joint Staff's Special Access Program Control Office and other program offices located at the Pentagon. Directly supports SAP program management activities by providing oversight and development to SAP program operating procedures and coordinating SAP activities across the organization. Reviewing operating procedures and making recommendations to the government on updates or changes necessary to ensure Joint Staff compliance with policies and directives that govern the SAP program. Management and oversight of activities performed to support the active and passive measures, designed to prevent the unauthorized access to personnel, equipment, materials, and information; and to safeguard them against espionage, sabotage, terrorism, damage, and criminal activity. Ensures that appropriate security safeguards are in place to protect against the release of critical information concerning Dept. of Defense missions and functions that could cause any type of harm to national security. 

 

Duties include, but are not limited to: 

  • Provides Guidance and Documentation to Facilitate DoD/Intelligence Community Directive (ICD) Compliance.  
  • Maintain and update Occupant Emergency Plan, Criticality Assessment; and Program Evacuation Plan  
  • Update security portion of Continuity of Operations Plan  
  • Provide Support for Secure Area Accreditation (Pre-Construction to De-accreditation).  
  • Maintain and track JS SAPCO sponsored facility accreditation letters  
  • Complete and maintain Fixed Facility Checklists and assist with annual facility inspections  
  • Coordinate with appropriate offices for construction or alterations  
  • Participate in pre-construction meetings and document results  
  • Document and maintain construction progress and activities  
  • Provide Alarm Services Support.  
  • Provide alarm response and situation-dictated response action, post guard response  
  • Schedule alarm maintenance  
  • Coordinate semi-annual alarm testing  
  • Provide Facility Access Control.  
  • Manage and support security container availability and requirements  
  • Coordinate change, issue, and management of combinations on doors and security containers  

 

This position requires routine access to classified systems for duty performance. Telework is not authorized, on-site only.

    • Applicant must possess the knowledge, skills, and abilities to enable successful accomplishment of the contract's assigned Joint Staff Special Access Program Control Office (JS SAPCO) mission.
    • US Citizenship 
    • Current TS with SCI eligibility  
    • Must have excellent interpersonal, communication, computer, writing skills, and professional image 
    • Ability to multi-task 
    • Attention to detail and follow-through when completing tasks 
    • Applicant shall be experienced in receiving and responding to correspondence; tracking and managing tasks; developing and managing a suspense system; reviewing documents for completeness, correctness, and accuracy; returning documents to originator for additional information; contacting originator for clarification of information submitted; requesting additional documents as needed; and submitting appropriate request information. 
  • Must be able to obtain and maintain all access as required by the programs. 
  • Prior Physical Security SCIF management and accreditation experience 
  • Strong working knowledge of basic office automation tool suites such as MS Office (Word, Excel, PowerPoint) 
    • Follow projects/assignments through to completion 
    • Possess a thorough understanding and working knowledge of ICD security standards as well as OPSEC, personnel, industrial, cyber , physical, Information Security principles 
    • Demonstrated positive working relationship with internal and external customers 
    • Excellent customer service and communication skills 
    • Ability to maintain flexibility to deal with changing priorities and deadlines 
  • Education/Experience: 
    • 5-10 years of practical experience  
    • SAP Security related training 
    • ICD 705 SCIF Management Course 
  • Highly Desired Skills: 
    • Experience with DoD, SAP, SCI and/or CPSO 
    • BA/BS degree 
    • Ability to work independently with minimal supervision 
    • Ability to plan, schedule, and arrange activities in accomplishing objectives 
    • Ability to develop and implement solutions to a variety of complex problems 
    • Experience with all Microsoft Office Suite (Word, Excel, PowerPoint, etc.) 
    • Excellent written, verbal, and presentation skills 
    • Ability to display tact, discretion, and diplomacy in dealing with all levels of employees
