PAY: $145,000 - $175,000

BONUS: We are offering up to a $5,000 relocation or sign-on bonus with this position!

 

JOB SUMMARY: MCSG seeks a Space Operations Planner Liaison Officer (LNO) to support the 392d Combat Training Squadron (392 CTS) requirements at Vandenberg SFB, CA.  This position provides OPERATIONS PLANNER subject matter experts (SMEs) supporting Space Delta 5/Combined Space Operations Center (DEL5/CSpOC) command-level exercise planning and execution processes. The 392 CTS Space Operations Planner LNO champions DEL5/CSpOC training objectives; participates as an exercise controller, trusted agent, and leader during exercise planning, and execution; and tracks exercises, wargames, experiments, and advanced training events requiring and/or requesting DEL5/CSpOC support and/or participation. Location: Vandenberg SFB, CA   

 

PRIMARY DUTIES:

  • Attend command-level exercise planning meetings and conferences to assist in the planning and execution of DEL5/CSpOC participation in Chairman, Joint Chiefs of Staff (CJCS), and Combatant Commander (CCMD), US Air Force (USAF), and other Service exercises, and experiments IAW the US Space Force (USSF) Service Exercise Plan (SEP).
  • Develop, plan, and execute DEL5/CSpOC participation in CJCS, CCMD, USSF, USAF, and other Service exercises and experiments IAW the USSF Service Exercise Plan (SEP).  
  • Develop DEL5/CSpOC current fiscal year exercise, wargame, experiment, and advanced training prioritization list based on inputs from USSPACECOM, US Space Force, USSTARCOM, and Space Forces – SPACE (S4S).
  • Develop briefings for the DEL5/CSpOC leadership team that provide insight into upcoming exercises, wargames, experiments, and advanced training events requiring and/or requesting DEL5/CSpOC support and/or participation.
  • Coordinate with DEL5/CSpOC personnel to assess and identify the SMEs who will assist with and/or attend exercises, wargames, experiments, and advanced training planning and execution events that require DEL5/CSpOC action and/or input.
  • Build cost estimate worksheets to secure travel funding for DEL5/CSpOC personnel required to attend exercises, wargames, experiments, and advanced training planning conferences and/or execution events.
  • Provide support to Time Phased Force Deployment Data (TPFDD) processes when DEL5/CSpOC personnel are sourced to command-level exercise Unit Line Numbers (ULNs) and Contingency Exercise Deployment (CED) orders.
  • Review previous lessons learned and gather historical activity information to assist training audiences in drafting training objectives for each event.
  • Participate during exercise execution as part of the Exercise Control Group (ECG) at Vandenberg SFB or other designated locations to provide oversight, management, and control of space events for the exercise (e.g., acting as a White Cell participant).
  • Coordinate required UMD, DRMD, and JMD manning requirements with the exercise/experiment host and coordinate USSF TPFDD builds with host commands and HQ USSF/S3/6TE, as applicable.
  • Develop after action reports to capture Lessons Learned (LL).
  • Attend the USSF annual and quarterly Exercise Coordination Team (ECT) meetings and be prepared to present exercise and experiment planning and participation information for each scheduled exercise.
  • Provide accurate responses to 392 CTS tasks IAW applicable policies and procedures.
  • Prepare event-related documents (i.e., trip reports, exercise planning/execution products, after-action reports, meeting minutes) within organizational and host-expected time requirements. Trip reports are required within 5 business days from the end of conferences/meetings.
  • Complete other tasks directed by contract leadership to ensure 392 CTS mission success to support DEL5/CSpOC.

 

REQUIREMENTS:

  • Working knowledge of current DEL5/CSpOC operations or CFSCC functions.
  • Aware of the guidance and information identified in the USSF Service Exercise Plan (SEP), the USSPACECOM exercises and wargames plan, and the S4S exercise prioritization letter.
  • Familiarity with the current Time Phased Force Deployment Data (TPFDD) processes.
  • Possess strong organization, problem-solving, risk analysis, and team-building skills.
  • Aptitude to gather diverse and sometimes opposing stakeholders to work collaboratively to solve complex problems across multiple agencies internal and external to DEL5/CSpOC and the USSF.
  • Proven ability to meet strict deadlines, prioritize work, and manage multiple assignments simultaneously without supervision.
  • Excellent writing and communication skills with the ability to focus on building customer relationships.
  • Self-motivated, detail-oriented with excellent time management and organizational skills.
  • Ability to work in stressful and high-pressure situations.
  • Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, and Outlook).
  • Worldwide travel may be required (approximate travel: 45-90 days/year). 

 

PREFERRED QUALIFICATIONS:

  • Master's degree from an accredited university.
  • 3+ years of experience with exercise planning on a Service or CCMD staff.
  • Experience with collateral space planning and special programs integration as part of an Air Operations Center (AOC).
  • Possess working knowledge of tools used for exercise planning, such as JTIMS, JMSEL, JLLS, DCO, SGN, PDAS, etc.
  • Previous advanced training and major exercise experience in support of CCMD, NATO, and service-level exercises or other Department of Defense (DoD) exercise customers.

 

RELEVANT EXPERIENCE: 

  • 13 years of experience in SPACE OPERATIONS.
  • 5+ years of experience in planning, coordinating, and/or executing warfighting capability in Service, CJCS, or CCMD exercises, demonstrations, or experiments. 

 

EDUCATION/CERTIFICATION:  Bachelor's degree from an accredited university.  Additional years of experience in lieu of education is permitted. 

 

SECURITY CLEARANCE:  Top Secret/SCI
