The purpose of this position is to lead a team to design, troubleshoot, and optimize the City's software programs and products, by monitoring applications, resolving issues, and analyzing and implementing applicable trends.
Essential Duties and Responsibilities:
- Applies knowledge of software architecture to manage Software Development tasks associated with developing, debugging and designing software applications and operating systems and databases according to provided design specifications.
- Builds enhancements within an existing software architecture and suggests improvements to the architecture.
- Ensures appropriate operational planning is effectively executed to meet specifications.
- Manages a team that designs, develops, troubleshoots, and debugs software programs for databases, applications, tools, networks etc.
- Supervises personnel by prioritizing and assigning work, conducting performance evaluations, ensuring adequate staff training, compliance with operation standards and adherence to policies and procedures, maintaining a safe work environment, and making hiring, termination, and disciplinary recommendations.

Knowledge:
- Advanced programming
- Software design, debugging, documentation & testing
- Software development fundamentals
- Department and City policies & procedures.
Licensing and Certifications:
- Valid North Carolina Driver's License.
- Oracle MySQL Certified preferred
- GIS Certification preferred
