Software Development & Gis Manager

The purpose of this position is to lead a team to design, troubleshoot, and optimize the City's software programs and products, by monitoring applications, resolving issues, and analyzing and implementing applicable trends.

Essential Duties and Responsibilities:

• Applies knowledge of software architecture to manage Software Development tasks associated with developing, debugging and designing software applications and operating systems and databases according to provided design specifications.
• Builds enhancements within an existing software architecture and suggests improvements to the architecture.
• Ensures appropriate operational planning is effectively executed to meet specifications.
• Manages a team that designs, develops, troubleshoots, and debugs software programs for databases, applications, tools, networks etc.
• Supervises personnel by prioritizing and assigning work, conducting performance evaluations, ensuring adequate staff training, compliance with operation standards and adherence to policies and procedures, maintaining a safe work environment, and making hiring, termination, and disciplinary recommendations.

Job Specifications and Qualifications:

Knowledge:

• Advanced programming
• Software design, debugging, documentation & testing
• Software development fundamentals
• Department and City policies & procedures.

Licensing and Certifications:

• Valid North Carolina Driver's License.
• Oracle MySQL Certified preferred
• GIS Certification preferred
