What You Will Do
The Associate Laboratory Director for Defense Protection Program, Office of Classification and Controlled Information is looking for a Software Developer 3. Come join the dynamic team of professionals who maintains the Laboratory's institutional capabilities and resources for identifying classified and controlled unclassified information.
You will work on a variety of software projects supporting the Office of Classification and Controlled Information. We support the Laboratory's classification program, Controlled Unclassified Information, Freedom of Information Act (FOIA) and Export Control. You will provide for process improvements by developing software products for the Office. You will provide technical leadership as well as work closely with leaders and stakeholders. This includes specifying software architecture, performing system administration, defining engineering conventions and processes, coordinating technical work, supervising the work of other technical contributors, and helping to liaise with users to better understand their needs.
Current software and databases initiatives include Review & Approval System for Scientific and Technical Information (RASSTI), Review Only System (ROSY), and DC Tracking Authority Systems (DCTAS). The Software Developer will collaborate closely with the Science Resource Office Research Library team of IT professionals with current and future software developments.
Core Responsibilities
  • Designs, develops, modifies, tests, debugs, and evaluates full-stack software to meet functional requirements for stakeholder needs.
  • Analyzes existing programs and formulates logic for new systems; devises technical processes, performs coding, and tests/debugs programs.
  • Aids in development of conversion, system integration, and system implementation plans.
  • Prepares and obtains approval of system and programming documentation.
  • Collaborates on changes in development, maintenance, and system standards with primary stakeholders.

What You Need
Minimum Job Requirements:
Technical Requirements:
  • Knowledgeable with software development methodologies, tools, and processes, including source code control, team collaboration tools, and testing, but openness to experiencing new technologies and processes and willingness to adopt new approaches to improve work effectiveness and efficiency.
  • Proven experience with programming and scripting languages. Experience developing software applications using programming languages such as PHP, Java, Python, Ruby, and/or ASP.NET.
  • Capacity to develop responsive and accessible web application front-ends using HTML, CSS, JavaScript, and modern web development frameworks and demonstrated experience with back-end systems and services such as MySQL, MS SQL, IIS, Nginx, and/or Apache.
  • Experience serving as a project or technical lead for software development or implementation projects; proven ability to work both independently and collaboratively in a team-based environment and record of success in developing and maintaining strong working relationships with colleagues and stakeholders.
  • Demonstrated experience with unit and integration tests for application development testing and knowledge of secure coding practices related to system architectures, system administration, network security, and data recovery.

Education: Position requires a Bachelor's Degree in a relevant field and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
Desired Qualifications:
  • Experience developing software within an Agile framework.
  • Familiarity with DOE/NNSA Laboratories research and development mission areas

Work Environment:
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
