The role:
We are seeking two Software Application Developers to join the information systems field operations services team. The field operations services team supports approximately 40 Software Applications that perform critical highway safety, maintenance, and operation functions. An example is TripCheck system which provides information to the public about congestion, construction events, incidents, and camera images. The team also supports systems that perform critical functions such as displaying messages on roadside signs to alert motorists of a hazardous condition, and dispatching staff to the location of a vehicle accident to help reroute traffic.
In this role, you will be responsible for writing new software code, testing, deploying system changes, and performing maintenance and support tasks. The person in this position will directly make a difference in improving traveler safety and mobility using technology solutions. You will also gain exposure to emerging transportation technologies as the program looks to implement connected vehicle data system solutions.
Underfill Option: The goal of this recruitment is to fill this position at an information systems specialist 7 level. However, we encourage candidates who meet the minimum qualifications for an information systems specialist 6 ($5,660 - $8,572) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for an information systems specialist 7. Underfill training will not exceed three years.

A day in the life:
  • Conduct analysis and requirement gathering to understand business need for system solutions.
  • Design and vet alternatives to implement system solutions to meet the requirements.
  • Modify existing code or write new software code.
  • Conduct unit testing of software code changes and implement bug fixes for issues reported by testers.
  • Plan and execute the deployment of code changes to the system environments.
  • Perform troubleshooting to research and fix system issues reported by users.
  • Execute system maintenance tasks to keep the system environment technologies up to date with the latest available versions.
  • Write database queries for determining system status and for collecting data to support decision making.
  • Provide after hour on-call support for mission critical systems.
  • Work with information staff from other units and external vendors to implement system solutions.

Minimum qualifications:
  • Six (6) years of information systems experience writing Software Application code and performing system maintenance and support.
    OR
  • An associate's degree in computer science, information technology or related field or completion of a two (2) year accredited vocational training program in information technology or related field AND four (4) years of information systems experience in writing Software Application code and performing system maintenance and support.
    OR
  • A bachelor's degree in information technology, computer science or related field AND two (2) years of information systems experience in writing Software Application code and performing system maintenance and support.
    OR
  • A master's degree in information technology, computer science or related field may substitute for all of the above.

Information Systems Specialist 6 Minimum Qualifications (Underfill Option):
  • Five (5) years information systems experience in writing Software Application code and performing system maintenance and support.
    OR
  • An associate's degree in computer science, information technology, or related field, or completion of a two (2) year accredited vocational training program in information technology or related field AND three (3) years of information systems experience in writing Software Application code and performing system maintenance and support.
    OR
  • A bachelor's degree in information technology, computer science, or related field AND one (1) year of information systems experience in writing Software Application code and performing system maintenance and support.

What we'd like to see:

  • Experience writing Software Application code using C#, .NET, ASP.NET, Javascript, HTML, and CSS programming languages. Preference will be given to applicants who have experience as being part of an application development project team.
  • Experience troubleshooting and resolving Software Application issues. Preference will be given to applicants who have experience investigating application log files, familiar with monitoring tools such as Dynatrace, Solarwinds, Splunk, etc., and have written SQL queries to gather information.
  • Demonstrated understanding of Software Application server clustering and system fail over architecture and tools. Preference will be given to applicants who have Windows Server Failover Clustering experience.
  • Experience using Visual Studio and Azure DevOps for software source code management. Preference will be given to applicants who have experience configuring and implementing Azure Pipelines.
