Under the general direction of the Information Technology Manager I, the incumbent will act as a SOFTWARE APPLICATION DEVELOPER with expertise in .Net. The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly-complex electronic information processing applications. The incumbent will provide an advanced level of knowledge in systems analysis and Software Development Lifecycle (SDLC) processes. The incumbent will work independently or as a team member and/or lead a team of information technology specialists on complex projects of variable risk over computer systems that are highly visible and mission- critical to meeting the business requirements of the California State Legislature and legislative support organizations. The consequence of errors may result in disruption of the legislative process and negatively impact the business success of the OLC.
Core business hours are 8:00 am to 5:00 pm, Monday through Friday, and the incumbent is expected to be available during core hours. However, the work schedule may be adjusted and is contingent upon business needs. Extended hours on weekdays, weekends, and holidays are mandatory and essential during peak times of the year. Peak times generally fall within the legislative session, which is January through September. Therefore, the incumbent may be scheduled to work up to 7 days a week and extended hours may not always be scheduled in advance.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. The State of California provides excellent health benefits and retirement options, sick leave and vacation accrual, and paid state holidays. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • A bachelor's degree in Computer Science (or closely related field) from an accredited University
  • 5+ years of hands-on experience in developing ASP.net web applications using Visual Studio IDE
  • Demonstrated hands-on experience in ASP .Net, ASP.net core MVC, C#, HTML5, CSS3, JavaScript (DOM manipulation), bootstrap, RESTful API, JSON, XML, and SQL Server
  • Experience with DevOps practices and tools, including continuous integration and continuous deployment
  • Experience in iterative software development methodology and delivering incremental value to stakeholders
  • Experience with complex data processing concepts
  • Ability to develop complex detailed specifications that result in new application functionality
  • Excellent verbal and written communication skills including the ability to produce IT documentation
  • Knowledge of California Legislative business process

Your Expertise
  • Ability to troubleshoot complex information technology systems

Your Responsibilities
  • Conduct technical research, gathering business requirements, testing, and implementing technology solutions to improve application functionality and services
  • Work with existing organizational teams to share knowledge, suggest improvements, and debug existing .Net web application software
  • Accurately interpret and apply program specifications, develop and test core modules, and deliver applications that meet customer expectations
  • Think tactically, create effective application prototypes, and architect solutions to meet business needs
  • Learn, interpret, and apply new technologies and/or business processes to address IT problems and meet the demands of legislative customers
  • Troubleshoot and resolve software/hardware problems using technical knowledge and skills
