This position is integral to the service system which serves abused, neglected, dependent and delinquent children who receive Foster Care Services to assure that children in out-of-home care have safe, nurturing homes that will help them grow and reach their full potential.

Examples of Duties

This position will have a caseload of licensed foster homes and will focus on relationships with the foster parents so that they will become more adept at meeting the specific needs of children in the home. The licensing process gives the Social Worker an understanding of the strengths and supports needed for the individual foster parents and of the foster home as a unit. The licensing Social Worker will strive to be seen as a partner, a colleague, and an advocate to make the child welfare system work effectively for each child. This position will involve intake and recruitment of foster homes by identifying and contacting agencies and individuals in the community by telephone, news media, recruitment sites, presentations and distributing pamphlets for the purpose of enlisting positive, stable homes for children. This position will provide mandated training of prospective foster parents as well as develop and implement ongoing training as required. This position will complete the necessary procedures as set out in state policy to license prospective foster homes. Once licensed, this position will supervise, monitor and maintain case records documenting licensing activities as well as progress of child placements in the home. This position will also be responsible for re-licensures and licensing changes that occur within the foster home. The licensing Social Worker will be responsible for facilitating placement of foster children by establishing suitability of the foster home for individual placement and matches home capacities and foster parent abilities with child's needs. The Social Worker will insure that all foster home placements are in compliance with specifications of issued license. The Social Worker will be required to be available to assist in finding emergency placements for children after hours and will accompany removal Social Worker with the placing of children, when needed. This Social Worker will be involved in retention of the foster home by being available to hear any problems or concerns from foster parents, help coordinate meetings and make appropriate referrals in order to be an advocate for the foster parent. Other duties include performing home studies and providing supervision of placements for other counties or states; serving as a member of administrative review team; serving as a member of pre-placement screening committee; attending trainings regarding any licensing updates; planning foster parent appreciation events. This position is demanding and requires sensitivity, good judgment, flexibility, good writing skills, initiative, dedication and the ability to work with children and families.

Minimum Qualifications

Minimum Qualifications:
Bachelor’s degree from an accredited school of social work and one year of social work or counseling experience; or four year degree in a human service field or related curriculum including at least 15 semester hours in courses related to social work or counseling and two years of social work or counseling experience; or graduation from a four year college or university and three years of experience in rehabilitation counseling, pastoral counseling, or a related human service field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination or training and experience.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. If you have student loans and you are selected for full-time employment with Rockingham County, you may qualify for forgiveness of the remaining balance due on your William D. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
Paid Time Off
This benefit is available to regular employees working at least 20 hours per week. Time off includes:

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.
Other Benefits
Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.
Annual longevity payment beginning with the 6th full year of full or part time regular employment
