Description
San Mateo County Health is seeking an experienced individual for the unclassified position of In-Home Supportive Services Intake Social Worker Ito provide a wide variety of welfare services in such areas as information and referral, programmatic education, assessment of in-home care and protective needs, out-of-home services, health related services, and other welfare services within the Departments of Social Services and Health Services.
The current vacancy is in the In-Home Supportive Services Program in Aging and Adult Services, located in the San Mateo, CA, office, but will travel to attend meetings and perform other duties of the position.

DEFINITION
Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services for children and Adults, out-of-home services, health related services, and other welfare services within the Departments of Social Services and Health Services.
Social Workers I are given close and constant supervision while learning social work principles, social service programs, basic case work methods and techniques, and departmental rules, regulations and procedures.
DISTINGUISHING CHARACTERISTICS
Incumbents provide social services and develop their skill in the application of social work methods to assigned cases. Social Workers I investigate the need for and provide limited social services to persons eligible for public social services and identify the need for more intensive casework services for applicants or clients.
Positions in this class are distinguished from Social Worker II in that work scheduling techniques and routine decisions are subject to prior supervisory review. This class is further distinguished from Social Worker II in that employees at this level may consult with their immediate supervisor prior to undertaking a case assessment or formulating a service plan.
The ideal candidate will possess the following:
  • Familiarity with Medi-Cal, In-Home Supportive Services and/or other governmental social service programs.
  • Excellent customer service skills, including the ability to establish rapport with clients, their families and support systems.
  • Superior organizational skills to manage supporting a large caseload and related documents.
  • Proficient computer skills to use several independent data base systems as well as Microsoft Excel and Word.
  • Ability to quickly learn and adopt new technology, policies, and procedures.
  • Excellent writing/documentation skills.
For the position, fluency in Cantonese, Mandarin, Farsi, Russian, Tagalog or Vietnamese is a plus.
This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long and short term disability, and retirement.
Examples Of Duties
Duties may include, but are not limited to, the following:
Incumbents receive training in and perform the following duties:
  • Conduct initial screening of individuals who request In-Home Supportive Services telephonically and in-person.
  • Provide outreach, education, and referrals to the community.
  • Complete necessary documents, data entry, paperwork and work within different information technology systems.
  • Provide excellent customer service to individuals over the telephone and in-person.
  • Conduct research re: medical insurance, public benefits, social and medical services.
  • Analyze reports and conduct follow-up activities as needed.
  • Engage in Quality Assurance and Quality Improvement activities and follow standard work practices as required.
  • Attend in-house and State led trainings.
  • Participate in staff and agency meetings.
  • Coordinate with other county departments/divisions and intra-agency programs to streamline the referral process.
  • Conduct outreach, education, monitoring, analysis, and technical assistance in the completion of State required forms to clients, family members, licensed health care professionals and other partners.
  • Learn the application of principles and techniques involved in interviewing, and conducting social case history assessments.
  • Review case assessments and service plans with supervisor in order to gain understanding of social work concepts, departmental policies, procedures, rules and methods, and the organization and function of the department.
  • Interpret state, county and departmental rules and regulations to applicants, clients' relatives, and the general public.
  • Respond to requests for information and make referrals to appropriate workers or departments.
  • Gather, maintain and use current information on community resources.
  • Conduct initial IHSS assessments and annual reassessments using a detailed State assessment tool as needed.
  • Perform related duties as assigned.

Qualifications
Education: Satisfactory completion of 24 semester units of social welfare and/or appropriate behavioral science courses.
Experience: Two years of experience providing counseling, social services, public assistance and related services to the public, or to special groups. Substitution: Bachelor's degree from an accredited college or university with a major in social welfare, behavioral science or a related field.
Special Requirement: Satisfactory completion of 3 semester units of course work in basic social work practices or its equivalent within 1 year of appointment.
Licensure/Certification:
  • California class C driver license or equivalent.
Knowledge of:
  • Contemporary social and economic problems.
  • Socioeconomic conditions and trends.
  • Public social service programs at the federal, state and local levels of government.
  • Principles of interviewing and counseling.
  • Basic principles of individual and group behavior.
Skill/Ability to:
  • Learning social work principles, methods and techniques.
  • Establishing rapport with clients and their families in working toward solutions to their problems.
  • Speaking and writing effectively.
  • Maintaining cooperative working relationships.
  • Analyzing problems and needs of clients and developing courses of action which work toward constructive solutions.
