General Definition of Work
Performs intermediate advanced human support work receiving and preparing reports of adult maltreatment, child
abuse and neglect, conducting investigations and assessments, providing in-home services to families to ensure
safety of adults and children, preparing and maintaining files and records, preparing reports, and related work as
apparent or assigned. This position also responds to reports that are called in during the day, from 3:00pm until the
shift ends at 8:00am the following morning. Requests for courtesy home visits from both Assessments and In Home
Services units are also included in responsibility of this position. Work is performed under the limited supervision
of the Social Work Supervisor III. All required documentation and other paperwork will be due to the supervisor by
8:00 AM each day.
Dynamics of Work
Child welfare and adult service provision can be stressful. Initiations after hours is autonomous. As a first
responder, making decisions for children to remain in their home of origin or remove children from their home of
origin or if adults need protective orders requires a balance of self-care and discipline.

Essential Functions
Receives and investigates referrals of suspected adult maltreatment, child abuse and neglect; determines validity of
child protective service complaints; assesses safety of child/adult and acts accordingly.
Performs family assessments; determines service needs; develops plans with individuals and families to ensure
safety of children and adults.
Completes home studies and/or home visits on ongoing cases; testifies in criminal and civil court cases.
Prepares a variety of reports and other types of correspondence; prepares and maintains files and records.
Interprets laws, policies and regulations to specific area of responsibility.
Makes appropriate referrals to services for clients.
Serves as a community liaison for clients; advocates for services for clients within the community; educates the
community on child abuse/neglect.
Serves on committees as assigned; attends meetings.
Knowledge, Skills and Abilities
Some knowledge of department policies and procedures; some knowledge of applicable local, Federal and State
rules and regulations; comprehensive knowledge in preparing reports and other types of correspondence;
comprehensive knowledge in using standard office equipment and associated software; ability to identify social
problems and needs to assess the ability of individuals and families to utilize services in problem-solving; ability to
plan and organize work and to understand and interpret laws, policies and regulations; ability to communicate ideas
effectively both orally and in writing; ability to make arithmetic computations; ability to establish and maintain
effective working relationships with clients, associates, other professional and technical staff, social agencies and the
general public.
Physical Requirements
This work requires the occasional exertion of up to 100 pounds of force; work regularly requires repetitive motions,
frequently requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or
balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling and
occasionally requires pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust
focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for
expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to
others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to
receive detailed information through oral communications and/or to make fine distinctions in sound; work requires
preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using
of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor
vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to wet,
humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals,
exposure to outdoor weather conditions, Inconsistent air flow in building, vicious animals and pests and occasionally
requires exposure to blood borne pathogens and may be required to wear specialized personal protective equipment;
work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Education and Experience
Bachelor's degree with coursework in human services, or related field and moderate experience in social services, or equivalent combination of education and experience.
Special Requirements
Complete Medical Aspects of Abuse/Neglect, Legal Aspects of Abuse/Neglect, Sexual Abuse, Cultural
Competency; Intake/CPS Assessments/Investigations, Child Welfare Pre-Service, Domestic Violence, APS training,
APS Financial Exploitation training, other adults services training concerning assessing for capacity and the ability
to consent, within one year of hire. Will need to have experience in NC FAST or complete required NC FAST
training.
Valid driver's license in the State of North Carolina.
Additional Information
This position works Tuesday – Tuesday (8 days on, 6 days off).
This position also assumes on-call after hours until 8am Tuesday-Tuesday. Flexibility in scheduling is at discretion
of the on-call supervisor.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.


The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. If you have student loans and you are selected for full-time employment with Rockingham County, you may qualify for forgiveness of the remaining balance due on your William D. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
Paid Time Off
This benefit is available to regular employees working at least 20 hours per week. Time off includes:

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.
Other Benefits
Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.
Annual longevity payment beginning with the 6th full year of full or part time regular employment
