Basic Function
The current vacancies are in the Housing Stability department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County. This is an unclassified, Limited Duration position expected to last one to two years.
The Shelter Entry and Diversion Team will work within the Housing Stability Department to serve as a single point of contact for single adults experiencing homelessness or at risk of homelessness to access diversion services and emergency shelter.
There are two Full-Time, Limited Duration positions in the Housing Stability Department that will be part of a new Shelter Entry and Diversion Team providing diversion services and coordinated access to emergency shelter for single adults. The primary responsibility of these positions will be to provide diversion services to people at imminent risk of homelessness in person and by phone through emergency-triage, strengths-based, problem-solving conversations that identify alternatives and help people avoid the need for emergency shelter and stay housed. These positions will also assist as needed with screenings, assessments and intakes, and shelter reservations at participating shelters.
Expected hours of operation for these positions include daytime hours between 9am and 6pm. These hours are approximate and subject to change.
The basic functions of this position are to provide social work services in a designated area such as Children's Services (including services to children with intellectual or developmental disabilities , day care licensing, foster care, placement services, or state ward services), Adult Services (including services to people with intellectual or developmental disabilities, mental illness services or services to other vulnerable adults), or other service areas (including volunteer services or purchase-of-service case management) by determining service needs, developing service plans, implementing service plans through the provision of counseling, group work, referrals or other services, and monitoring clients' progress;; and perform related duties as assigned. (This is the entry-level class in this class series. Work assignments provide the opportunity to apply the knowledge gained through education in order to develop the proficiency of skills required for advancement.)

Examples of Work Performed
  1. Interview adults or children who may have a variety of mental, physical or behavioral dysfunctions to determine service needs (Depending on assignment).
  2. Interview other persons or groups closely associated with clients, such as families, school personnel, employers or neighbors to further assess client service needs.
  3. Evaluate individual/family functioning to develop appropriate case plans and identify treatment objectives and strategies for achieving objectives.
  4. Determine the likelihood and degree to which persons may be in danger of physical harm and take appropriate action to protect them.
  5. Investigate reports of abuse, neglect or exploitation of vulnerable adults within legislated time constraints.
  6. Coordinate and facilitate use of departmental and community service resources and make appointment referrals.
  7. Investigate, document and present information to the County Attorney to petition juvenile, family, probate or criminal court for legal intervention and testify at proceedings.
  8. Write social histories and case status reports for documentation of service provision for the department, court reviews and for other service providers.
  9. Determine client needs for residential treatment and select appropriate placement homes or facilities.
  10. Monitor client progress toward established service goals and determine termination/continuation of service.
  11. Provide direct counseling and therapeutic intervention services to individuals or groups to improve their level of mental, social or behavioral functioning at home, and work and in the community.
  12. Transport or arrange for transportation of clients to medical appointments, court hearings, placements and other service programs/facilities.
  13. Consult with departmental staff, other county departments and community service professionals to develop and provide appropriate and timely services.
  14. Provide crisis intervention services including referrals to meet emergency needs for housing, food, clothing or financial assistance.
  15. Speak to community groups to present information about programs.
  16. Represent the unit/department in committee assignments and interactions with community groups for service provision and program planning.
  17. Maintain accurate case records and complete forms for documentation of eligibility, treatment cost reimbursements, service referrals, evaluation of client outcomes and general case management purposes.
  18. Monitor client compliance with court orders and report this to the court.
  19. Provide data used to monitor trends and developments relating to client and program needs.
  20. Provide problem-solving consultation to clients, co-workers, service providers and other agencies.
  21. Evaluate families and their homes for approving licensure to provide day care or foster care services and for adoptions.
  22. Investigate complaints and recommend revocation or suspension of day care/foster care license when warranted.

Exam/Screening Process Information
This is an unclassified, at-will position. This position requires an open screening and selection process. There is no exam for this position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.
Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
